HomeMy WebLinkAboutSubmittal-2Miami Neighborhoods United December 12, 2005 Mr. Otto Boudet-Murias, Chief of Planning & Economic Development Mrs. Alicia Cuervo Schreiber, Chief of Operations City of Miami Miami, FL RE: Ordinance File Number 05-01042 Development of Impact Fee and Other Related Fees Dear Mr. Boudet-Murias and Mrs. Cuervo Schreiber: Regarding the referenced ordinance and the accompanying study "Growth -Related Capital Improvements & Impact Fees" prepared by TischlerBise dated September 16, 2005: MNU proposes that in addition to citywide parks included in the proposed Parks and Recreation Impact Fee Schedule there should be a separate Impact Fee Schedule for Local Parks. Since separate controls will have to be established for controlling the expenditures of this Impact Fee, it will require a separate financial account. MNU proposes that Sec. 13-12 be subdivided. The current recommended "Parks and Recreation Impact Fee Schedule" would be revised to "Citywide Parks and Recreation Impact Fee Schedule". A separate sub -section would be added to cover the "Local Parks Impact Fee Schedule". A Local Park is defined as a park less than 3 acres and within .625 miles of a development. This Impact Fee would be collected for purchase of land and/or improvements of parks within 0.625 miles of a development and would have to be used within 6 years as per Sec. 13-16(d)(1) or would be considered for a refund request from a current owner. Based on data supplied by the city, MNU has identified the parks of less than 3 acres which are within 0.625 miles of a transit corridor. Please see the map attached as Exhibit A "Local Parks and Proximity to Transit Corridors" and Exhibit B "Miami Park Acreage and Local Park Acreage". We have used the transit corridors as a proxy for high density areas in the current Land Use Map. During the Commissioner's meeting on November 17, 2005, the Commissioners were positive about developing a separate Impact Fee for Local Parks. We trust that you will discuss this recommendation with us and include it as an amendment to the original Ordinance Amendment proposal for presentation to the Commissioners at the next Commission Meeting.
