Subject: Accepting Emergency Medical Services ("EMS") Matching Grant M5090 Award
Purpose of Item:
Resolution establishing a new special revenue fund entitled: "State of Florida EMS Matching Grant
M5090 Award (FY 2005-06) Fund," and appropriating funds for the operation of same, in the amount
of $209,765, consisting of a grant, in the amount of $157,324, from the State of Florida Department of
Health, Bureau of EMS and matching funds, in the amount of $52,441, from the City of Miami
("City") Special Revenue Funds, Project No. 105000.280502, Franchise Tax Rescue Services for the
period beginning May 23, 2005 through June 30, 2006. These funds will be used, as stipulated by the
grant, to purchase and implement 29 new ventilators to be used by the Department of Fire -Rescue.
Background Information:
The State of Florida Department of Health is authorized by §401.113, Florida Statutes, to provide
grant funds to Emergency Medical Services ("EMS") Organizations to improve and expand pre -
hospital EMS in the state.

Accepting Emergency Medical Services ("EMS") Matching Grant M5090 Award
Background Information: (Continued)
The State of Florida Department of Health, Bureau of EMS, awarded a grant to the City of Miami
entitled: "EMS Matching Grant M5091," in the amount of $157,324, to be apportioned to support the
pre -hospital activities, services, and other EMS as specified in the Grant Application. Specifically,
the City will use these funds along with the matching funds allocated by the City of Miami in the
amount of $52,441 to purchase and implement 29 new ventilators to be used by the Department of
Fire -Rescue EMS personnel. This grant proposal will allow the Department of Fire -Rescue to equip
all of its advanced life support vehicles (ALS) with emergency transport ventilators (ETVs) and to
train all EMS personnel in its use and importance.
The transportation of critically ill patients requiring mechanical ventilation is recognized as a high
risk and expensive procedure. In an effort to improve and enhance quality patient care it is imperative
that the Department of Fire -Rescue is equipped with the most advanced, efficient and adequate
emergency medical tool necessary during intra-hospital transport of critical ill mechanically ventilated
patients.
Presently, the Department of Fire -Rescue ALS units are equipped with bag -value masks (BVMS) to
perform mechanical ventilation on patients that require this procedure. The Department of Fire -
Rescue does not have in place a medical device that can adequately and consistently provide the
correct pressure and tidal volume necessary for adequate ventilation. In controlled trials ETVs have
been shown to deliver efficient ventilation treatment that provides the correct pressure and tidal
volume necessary for adequate ventilation. Created for the short-term delivery of ventilatory support,
the ETV is ideal for everyday emergency care situations, as well as large scale disasters and mass
casualty incidents. In addition ETVs will allow our EMS personnel to concentrate on other critical
elements of resuscitation.
It is now appropriate to accept said grant award, establish a special revenue fund, and appropriate the
said grant award therein for this fiscal year.
