Subject: Authorize the City Manager to execute a Locally -Funded Joint Participation Agreement ("LF-
JPA") with FDOT, and a Memorandum of Agreement ("MOA") with FDOT and the Florida Department
of Financial Services, Treasury Division ("Treasury") for FDOT to perform specified streetscape
improvements along NE 2"d Avenue adjacent to the Performing Arts Center by Aug. 2006
Purpose of Item:
To allow FDOT to implement specified portions of the City's project (No. B-30361, "PAC Super Block
Streetscape Improvements") to improve the streets and sidewalks leading to the PAC, so as to minimize
potential contractor conflicts and better ensure completion by the August 2006 soft opening of the PAC.

The CRA asked the Department of Capital Improvements and lwassiwatice (CIT) to assist in
implementing right-of-way improvements in the roads leading to the new PAC. On NE 2"d Avenue,
from NE 13th to NE 14th Street, the City -funded work primarily consists of the installation of sidewalk
pavers, landscaping and decorative lighting. This will be added to an existing contract administered
by FDOT for roadway resurfacing and related work. As FDOT requires the City to provide funds in
advance, an MOA was drafted to govern the State's fiscal management of the City's funds. This is a
multi -agency project with the Omni Community Redevelopment Agency funding the improvements,
estimated in the total amount of $264,525 from the Omni Tax Increment Funds, "Construction in
Progress" account code number 686001.590320.6.860
