Box 330708 Miami, Florida 33233-0708 E-Mail Address: purchase®ci.miami.fl.us Website: http://ci.miami.fl.us Addendum: City of Miami Police Examination Processes RFP 04-05.085 ADDENDUM # 1 CONSULTING SERVICES FOR POLICE LIEUTENANT AND POLICE SERGEANT EXAMINATION PROCESSES RFP #04-05-085 Please be advised the following questions were received pursuant to the RFP. QI: Item 21 on page 12 of RFP states "All associates used on each project must have a minimum of a Masters degree in Industrial and Organizational Psychology or closely related field." Could you clarify what work needs to be done by staff with at least a Masters level degree? Does it include clerical and data -entry staff? Do all on -site test administration personnel need to have at least a Masters degree? Al: Work of a clerical nature or involving data -entry shall not require associates with a minimum of a Masters degree in Industrial and Organizational Psychology or closely related field. Scoring calculations and results shall be ensured by the Primary Consultant who shall have a minimum of a Masters degree in Industrial and Organizational Psychology or closely related field. Any and all discrepancies in data -entry, scoring calculations, and scoring results shall be resolved quickly in a fair and unbiased manner by the Primary Consultant who shall have a minimum of a Masters degree in Industrial and Organizational Psychology or closely related field. The Project Manager/Primary Consultant and at least one additional member from the Primary ConsuItant's firm or agency shall be present for all days and exercises of the on -site test administration for each exercise, for each examination process and for each classification. Both the Primary Consultant and the one additional member from the Primary Consultant's firm or agency shall have a minimum of a Masters degree in Industrial and Organizational Psychology or closely related field. Q2: How many members of the contractors' staff do you expect on -site during the administration of each written test and assessment center, and do you require the contractors' staff on -site for ALL days of assessment? A2: The Project Manager (also identified as the Primary Consultant) and a number of members sufficient to successfully execute the exam administration from the Primary Consultant's firm or agency shall be present for ALL days of every written test and every oral board process/assessment center for each exercise, for each examination process and for each classification. The number of staff from the Consultant's firm or agency shall be appropriate in a number commensurate with the logistical needs of each situation. The number of City staff approved by the Department of Employee Relations may be used as proctors for the examination process will vary with a minimum of four (4) City staff members available for each exercise, for each examination process and for each classification. 2 Addendum: City of Miami Police Examination Processes RFP 04-05-085 Q3: Is this project occurring in the context of any court oversight or other court -related requirements? A3: Yes, for the position of Police Lieutenant. No, for the position of Police Sergeant. Q4: Should the pricing for the work include the cost of separate role players for exercises involving role-play? A4: Yes, should the Proposer's submission require the use of role players. Q5: Should the pricing for the work include the cost of an alternate assessor(s)? If so, should the pricing for the work include the cost of one alternate assessor across all exercises or one alternate assessor per exercise? A5: Yes. The cost of one alternate assessor for each unique exercise shall be included in the pricing, should the Proposer's submission require the use of assessors. Q6: My firm's expertise is not in law enforcement, but in the design, development, and implementation of processes and evaluation systems. Could the lack of law enforcement expertise preclude a company from being evaluated as a potential vendor? A6: Please refer to Section 3.12 Proposer Minimum Qualifications. Once Proposers are deemed qualified, they shall advance to the evaluation phase and be evaluated based upon their total Proposal and submission of documentation per Section 5.1.1 Submission Requirements. 3
