For Consulting Services For Police Lieutenant and Police Sergeant Examination Processes For
the City of Miami
Dear Ms. Thompson:
EB Jacobs, LLC is very pleased to respond to your Request for Consulting Services for Police
Lieutenant and Police Sergeant Examination Processes For the City of Miami. We look forward
to the opportunity to once again work with the City of Miami and the Police Department on this
important initiative. For your information, in January of 2004, we transitioned the public safety
sector of SHL's consulting business back to private ownership as EB Jacobs, LLC. We have
always considered our work with public safety positions to be our primary focus. As part of the
transition, EB Jacobs retained the professional staff in State College, Florida and Tennessee
that had been dedicated to public safety work as well as the research, databases, and
proprietary testing materials associated with our business over the past 25+ years. This
combination of highly trained and experienced staff along with the proven processes and
products has allowed us to begin our new organization with the 25+ years of hard work leading
the way.
This proposal represents a comprehensive solution for your promotional testing needs, one that
builds on what you have specified in the RFP and what has been done in the past. We believe
it gives you a more complete assessment and it does so at a lower cost than the previously
contracted promotional processes. Our past experience with promotional testing in the City
placed us in a better position to offer you better pricing on this project. We are pleased that we
can provide you with more for less.
As we developed our proposal, we made assumptions about available time and resources
based on the RFP. We welcome the opportunity to address the City of Miami and the Police
Department to answer any questions arising from our proposal and/or discuss possible
modifications that would better suit the needs of the City and the Police Department. Please
accept this letter as official notification that I will serve as the primary contact for negotiations.
