Subject: Request For Qualifications (RFO) 04-05-112, Design of the College of Policing
Purpose of Item:
To accept the recommendation of the City Manager to approve the findings and rankings of the
Evaluation Committee, pursuant to RFQ 04-05-112, and to authorize the City Manager to negotiate a
Professional Services Agreement. Should negotiations fail with the highest ranked firm, the City
Manager will negotiate an agreement with the next highest ranked firm until an agreement is reached.
Background Information:
The City's Capital Improvement Program and Multi -Year Plan includes the design and construction
of an international police training facility, Project No. B-72910, which will be utilized to train law
enforcement personnel from Latin America, the Caribbean, Mexico, and other countries around the
world.
The City issued a two stage Request for Qualification (RFQ) in accordance with Florida Statute's
Consultant's Competitive Negotiations Act and the City Code. Stage 1 was to develop a short list of
three firms based on professional qualifications, with the top three firms being invited to participate in
Stage 2. Seven (7) proposals were received in response to Stage 1 of the RFQ and the top three
ranked firms were (1) Spillis Candela DMJM, (2) Zyscovich, Inc., and (3) BEA International. Stage 2
of the RFQ was then issued to these three firms, to determine the most qualified firm based on a
combination of qualifications, knowledge of the project issues and technical approach. Two of the
three firms submitted proposals for this stage of the RFQ. The proposals were then evaluated and
ranked by the evaluation committee, which was then accepted by the City Manager. The ranking of
the firms are: (1) Spillis Candela DMJM, and (2) Zyscovich, Inc. Upon completion of negotiations
with the selected firm, the Department will request City Commission approval for the City Manager
to execute an agreement to commence design services.
