The following comments were generated following the UDRB meeting on September 21, 2005 representing the
Planning Department and UDRB member's final pre -application design review conditions for Major -Use Special Permit
approval.
COMMENTS:
The following comments are being rade in an effort to develop projects to their highest potential and make a significant
contribution to improving the quality of our built environment with great architecture and urban design.
Context/Urban Design
• Restructure the 2211d Avenue facade to include greater architectural articulation and interest on the ground floor.
Replace the large decorative metal panels with mural(s)/ mosaic(s) reflecting the Latin American community
and spirit of the first Latin American Publix specialty store.
Create faux -shop fronts with display windows along the ground level on 22"d Avenue.
• The building edge, arcade and existing sidewalk at the street level should be integrated into a harmonious pedestrian
area.
Consider the option to add wider sidewalks with landscape trees placed next to the street in grated 5' tree wells.
A detailed section needs to be generated to show the relationship between the building, arcade(?), landscape, and
sidewalk. The grade seems to change along this street and may be a problem integrating the sidewalk and arcade.
OR, the arcade may be eliminated and the retail ground level brought out to the building edge.
• Consider adding an additional complimentary colored/textured stucco to further accentuate the architectural
articulation of the complex's parts. (See suggested diagram below)
• Consider placing additional "window openings" (transparency) along SW 21° Court to offer pedestrians views to
"specialty items" (i.e.: organic produce, baked goods, exotic fruits Sr. vegetables) within the grocery store.
It is our intention with these comments to aid in expediting Special Permit applications with your
voluntary efforts in making the necessary changes; thereby, avoiding any preventable delays particularly
prior to a project's submission to the Large Scale Development Committee or the Urban Development
Review Board.
