PERMIT 5220 B ISCAYNE BOULEVARD 5220 BISCAYNE BOULEVARD NET DISTRICT: UPPER F.ASTSIDE 10-6-05 The following comments were generated following the UDRB meeting on September 21, 2005 representing the Planning Department and UDRB member's final conditions for Class II Special Permit approval. COMMENTS: The following comments are being made in an effort to develop projects to their highest potential and make a significant contribution to improving the quality of our built environment with great architecture and urban design. Urban Design • Consider removing the arcade and landscaping this section as a pervious landscape except sidewalk entrances to the retail shops. This area of Biscayne Boulevard is being reconstructed with a median and adequately wide sidewalks as part of the reconstruction of Biscayne Boulevard. • The vehicular/pedestrian entrance off Biscayne Boulevard should be minimized to the maximum extent possible so as to unify the pedestrian experience and maximize the retail liner use along the east facade's ground level. The automotive entrance should be reduced to 20' (can the column in the center of the drive be removed?). The planter beds proposed may be integrated into the landscaped area, the pedestrian walkway extended (may be reduced to 5' each) to the sidewalk and the corners of the retail space may also be pulled out to the landscape edge thereby reducing the visual gap to 30' total (equaling a typical retail width) in the ground floor of the building. Materials • Please provide specifications on the materials proposed on the screening and collage along the north and south facades. Include color samples, opaque value, materials, thickness and color of mesh. Landscaping • Consider adding shrubs and groundcover along the north and south facades to help screen the garage with layers of vegetation where the mesh screen with climbing vines is proposed as the primary screening element. • Please add the proposed streetscape along Federal Highway consisting of palms and shade trees along both Biscayne Boulevard and Federal Highway. The shade trees along Biscayne Boulevard may be added in the above described landscape area. It is our intention with these comments to aid in expediting Special Permit applications with your voluntary efforts in making the necessary changes; thereby, avoiding any preventable delays particularly prior to a project's submission to the Large Scale Development Committee or the Urban Development Review Board.
