Thompson City Clerk Date: December 1, 2005 Subject: Urban Development Review Board References: December 15, 2005 Agenda Enclosures: List of members, 3 applications The Urban Development Review Board (UDRB) was created to recommend whether the design of developments and/or improvements within certain zoning districts as shown in the zoning atlas of Ordinance No. 11000, the Zoning Ordinance of the City of Miami, as amended or superseded, are in conformance with City guidelines and standards. Please be aware that City Code Section 62-257(b) states in part: "(1) At least five (5) members shall be architects registered in the State of Florida. Each member shall have had five (5) years of experience after registration in the practice of his profession. (2) Four (4) other members shall be either architects or landscape architects registered in the state, and shall meet the same criteria as subparagraph (a), above. The alternate member shall satisfy the qualifications set forth in paragraph (b), above. During the qualification process, professional organizations such as the American Society of Architects and the American Society of Landscape Architects shall be encouraged to submit names of persons and their qualifications to the city commission through the city manager." (3) (4) And furthermore Code Section 62-257(c) states in part: "After the initial term of appointment, no member of the board shall be reappointed to more than five consecutive terms thereafter". All ten members' terms expired on September 11, 2005: • Vice Chairman Gonzalez has two nominations for seats currently held by: 1. Julio S. Diaz 2. Robin Bosco • Commissioner Winton has two nominations for seats currently held by: 1. Roger Fry 2. Todd Tragash, who has served since May 11, 1999. City Code Section 62- 257(c) provides that no member shall serve more than five consecutive terms. This provision may be waived by a unanimous (5/5) vote of the members of the Commission. • Chairman Sanchez has two nominations for seats currently held by: 1. Hakki Koroglu, who has served since March 27, 1997. City Code Section 62-257(c) provides that no member shall serve more than five consecutive terms. This provision may be waived by a unanimous (5/5) vote of the members of the Commission. 2. Robert Behar • Commissioner Regalado has two nominations for seats currently held by: 1. Carlos Prio-Touzet, who has exceeded the number of absences allowed per City Code (8 absences in 2005). 2. Willy Bermello, who has exceeded the number of absences allowed per City Code (8 absences in 2005) and who has served since January 14, 1993. City Code Section 62-257(c) provides that no member shall serve more than five consecutive terms. This provision may be waived by a unanimous (5/5) vote of the members of the Commission. • Commissioner Spence -Jones has two nominations for seats currently held by: 1. Derek Smith, who has served since September 11, 2001. City Code Section 62-257(c) provides that no member shall serve more than five consecutive terms. This provision may be waived by a unanimous (5/5) vote of the members of the Commission. 2. Marina Khoury, who has served since September 11, 2001. City Code Section 62-257(c) provides that no member shall serve more than five consecutive terms. This provision may be waived by a unanimous (5/5) vote of the members of the Commission. Applications are not required for this board. Attached are resumes from three architects interested in serving as members of the UDRB: 1. Arthur J. Marcus 2. Rafael Sixto 3. Erik Vogt For your convenience, we are including a copy of the current membership of said board. By copy of this memorandum, we are requesting the Agenda Office place this issue on the December 15, 2005 Commission agenda. This matter was deferred from the November 3, 2005 Commission Meeting.
