Subject: Severance Package for Marva L. Wiley, President/CEO, Model City
Trust

Consistent with Resolution 04-0210, which the City Commission passed City on
April 8, 2004, this resolution seeks to authorize the 6 months' severance package
that is available "at the discretion of the City Corrunission." This item is being
brought to the City Commission based upon.
(1) the Model City Trust Board's original resolution to appoint Marva
L. Wiley as President/CEO; and
(2) Marva Wiley's resignation as President/CEO of the Model City
Trust effective December 31, 2005.
The Board of Directors approved a. package for Marva L. Wiley as
President/CEO of the Model City Trust concurrent with her appointment that
provides for a, severance package of 3 months' salary for each year of service,
retroactive to coinmenccm.ent of acting status (Resolution No. 04-004). Her
acting status commenced on March 2003; thus, the board's resolution would
provide for nine (9) months' salary as severance package.
The Board of Directors nominated Marva Wiley to serve as Interim President on
March 8, 2003, after the sudden departure of Gwendolyn C. Warren. Wiley took
on the challenge of running the Model. City Trust in the heat of mounting
allegations related to prior non-compliance in the Model City Homeownership
Zone Pilot Project. She di.d, however, have the benefit of a talented and
enthusiastic team of Board members who had faith in her ability to right the ship.
Over the course of the past two years and nine months, Marva Wiley has applied
volumes of times towards understanding the Model City Homeownership Zone
Pilot Project and its history, responding to the concerns and needs of Model City
residents, identifying additional resources to support the redevelopment effort,
and understanding and maneuvering within the relevant regulations of the U.S.
Department of Housing and Urban Development.
Marva Wiley has carried the Model City Trust through the negotiation of its
In_terlocal Agreement with the City, acquisition of 25 properties, receipt of more
than $2 Million in grants and awards, processing of 20 sets of plans, and the
development of 9 housing units.

A RESOLUTION OF THE MIAMI CITY
COMMISSION TO AUTHORIZE THE PAYMENT OF
SIX MONTHS' SALARY TO MARVA WILEY UPON
HER SEPARATION FROM THE MODEL CITY
COMMUNITY REVITALIZATION DISTRICT
TRUST.
WHEREAS, the Model -City Community Revitalization District Trust
("Model City Trust") Board of Directors appointed ; Marva L. Wiley to serve as
Interim President of the Model City Trust on March 8, 2003; and,
WHEREAS, the Model City Trust appointed her as President on, January
23, 2004, and transmitted that appointment to the Miami City Commission for
confirmation; and,
WHEREAS, that appointment included a compensation package that
provided for a severance pact<age of three (3) months' for each year of service
from the date of interim a.ppointment; and,
WHEREAS, MarvaWiley has te.nd.e.red her resignation to the Model City
Trust Board of Directors effective December 31, 2005 for a total service of two
years and nine months as President/CEO;
NOW, THEREFORE, BE IT RESOLVED that the Miami City Corrunission
Section 1. The recitals contained in the Preamble to this resolution are
adopted by reference and incorporated as if fully set forth, in, this Section.
Section 2. The City Commission authorizes Marva. Wiley to be paid 6
months' salary as severance upon her separation. from the Model City Trust.

Section 3. Th.e authority for six months' severance shall not affect any
pre-existing rights to accrued vacation and/or sick time.
Section 4. This Resolution shall become effective immediately upon its
adoption, and signature of the Mayor.1

the date it was passed and adopted. Tithe Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission..
