AN EMERGENCY ORDINANCE OF THE MIAMI CITY COMMISSION AMENDING
CHAPTER 21 ARTICLE X1/ DIVISION 2 OF THE CODE OF THE CITY OF MIAMI,
FLORIDA, AS AMENDED ("CITY CODE"), ENTITLED
"ADMINISTRATION/BOARDS, COMMITTEES, COMMISSIONS/STANDARDS FOR
CREATION AND REVIEW OF BOARDS GENERALLY" AND DIVISION 3 OF SAID
CHAPTER AND ARTICLE OF THE CITY CODE ENTITLED "MAYOR'S
INTERNATIONAL COUNCIL" TO PROVIDE SEPARATE QUORUM
REQUIREMENTS FOR THE MAYOR'S INTERNATIONAL COUNCIL; MORE
PARTICULARLY BY AMENDING SECTIONS 2-887 AND 2-923(F) OF THE CITY
CODE; CONTAINING A REPEALER PROVISION, A SEVERABILITY CLAUSE AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Section 2-887 of the Code of the City of Miami, Florida, as amended ("City
Code"), sets forth the quorum requirements for boards generally and exceptions thereto; and
WHEREAS, the City Commission wishes to include the Mayor's International Council on
the list of boards subject to a separate quorum requirement;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Chapter 2/ Article X1I Divisions 2 and 3 of the City Code, are further amended in
the following particulars:{1}

Sec. 2-887. Quorum requirements; exceptions.

(b) The following boards are subject to quorum requirements as provided for
elsewhere in this Code.
Audit Advisory Committee
Bayfront Park Management Trust
Coconut Grove Special Events and Marketing Committee
Equal Opportunity Advisory Board
Mayor's International Council
Miami Commission on the Status of Women
Parking Advisory Board
Street Codesignation Review Committee
Urban Development Review Board
Division 3. MAYOR'S INTERNATIONAL COUNCIL

Sec. 2-923. Governing body: composition and appointments; terms of office and
vacancies; membership eligibility requirements; oath; quorum and voting; meetings;
attendance requirements; parliamentary authority and rules of procedure; and
indemnification.

Quorum and voting. At all meetings of the council, a majority of the than appointod
the members present shall constitute a quorum for the transaction of business,
and each member shall have one vote on every issue submitted to a vote of the
council. The act of a majority of the members present at a meeting at which a
quorum is present shall be the act of the council. The members of the council shall
make and adopt bylaws and rules and regulations.
Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict
with the provisions of this Ordinance are repealed.
Section 4. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is
declared invalid, the remaining provisions of this Ordinance shall not be affected.
Section 5. This Ordinance is declared to be an emergency measure on the grounds of urgent

public need for the preservation of peace, health, safety, and property of the City of Miami.
Section 6, The requirement of reading this Ordinance on two separate days is dispensed with
by an affirmative vote of not less than four -fifths (4/5ths) of the members of the Commission.
Section 7. This Ordinance shall become effective immediately upon its adoption and signature
of the Mayor.{2}

{2} This Ordinance shall become effective as specified herein unless vetoed by the Mayor within ten
days from the date it was passed and adopted. If the Mayor vetoes this Ordinance, it shall become
effective immediately upon override of the veto by the City Commission or upon the effective date
stated herein, whichever is later.
