ANALYSIS The Planning, Ouilding and Zoning Department recognizes the, difficulties which the City
has experienced In trying to maintain the Paul Walker (Flagler Street) mini -park as a
usable urban park; specific problems include pigeon droppings and the homeless; the
department is therefore recommending approval of the proposed uses to be established in
the park with the following condit ions :..11 Keep as much of the southern 1/3, and tlru
entire eastern edge, of the park as open to the sky as possible - this could be
accomplished by the use of the depicted skylights as well as completely open panels in Cie
roof over the planters and fountain; this is so that even though there will he contessir,ns
in the park, it will still keep a sense of opening which Is consistent with an urban park;
Add at least twice the amount of depicted landscape material to the east 51'de of the
park; and 3 Plans must show locations of all proposed concessions (as described in thti
attached letter).
