A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE DIRECTOR OF CAPITAL
IMPROVEMENTS AND TRANSPORTATION TO ISSUE WORK ORDER NO. 2, IN
SUBSTANTIALLY THE ATTACHED FORM, TO HDR ENGINEERING, INC., FOR
SPECIALTY PROGRAM MANAGEMENT SERVICES FOR FEMA-REQUIRED
ADMINISTRATION, MONITORING AND REPORTING OF HURRICANE DEBRIS
REMOVAL, PURSUANT TO THE PROFESSIONAL SERVICES AGREEMENT
EFFECTIVE AUGUST 1, 2005, PURSUANT TO RESOLUTION NO. 05-0534,
ADOPTED SEPTEMBER 8, 2005, IN AN AMOUNT NOT TO EXCEED $2,200,000;
ALLOCATING FUNDS FROM THE DESIGNATED HURRICANE RECOVERY
ACCOUNT NO. 800005, FOR SAID PURPOSE.
WHEREAS, pursuant to Resolution No. 05-0534, adopted September 8, 2005, the City
Commission approved the execution of a professional services agreement ("Agreement") effective
August 1, 2005 with HDR Engineering, Inc. ("HDR"), for program management services; and
WHEREAS, while said Agreement is primarily for services relating to the implementation of the
City of Miami's ("City's") capital improvement program, it was designed to allow the City to access the
firm's services in specialty function areas by issuing a Work Order, subject to City Commission
authorization; and
WHEREAS, Work Order No. 1 for management of the Miami Streetcar program was also
approved by Resolution No. 05-0534; and
WHEREAS, HDR was requested by the City to provide additional specialty services for the
comprehensive management and FEMA-required monitoring and reporting of Hurricane Katrina
debris removal for the Department of Solid Waste, due to its extensive experience in this area; and
WHEREAS, based on the proposal from HDR, the Department of Capital Improvements and
Transportation has prepared the attached Work Order No. 2, for said services, in an amount not to
exceed $2,200,000; and
WHEREAS, designated Account No. 800005, was established specifically for hurricane recovery
services;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by
reference and incorporated as if fully set forth in this section.
Section 2. The City Manager is authorized{1} to instruct the Director of Capital Improvements and

Transportation to issue Work Order No. 2, in substantially the attached form, to HDR, for specialty
program management services for FEMA-required administration, monitoring and reporting of
hurricane debris removal, pursuant to the Agreement effective August 1, 2005, pursuant to Resolution
No. 05-0534, adopted September 8, 2005, in an amount not to exceed $2,200,000, with funds
allocated from the designated Hurricane Recovery Account No. 800005, for said purpose.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
