Subject: Authorize the City Manager to execute a Local Fund Reimbursement Joint Participation
Agreement (LFR/JPA) with the Florida Department of Transportation (FDOT) to accept FY2007/08
funds in the estimated amount of $1,650,000 for improvements to Biscayne Boulevard (between NW
14th and 15th Streets) in connection with the new Performing Arts Center of Greater Miami (PAC)
Purpose of Item:
To secure future (FY07-08) funding from FDOT as a reimbursement for costs the City will incur in
FY05-06 for improvements to Biscayne Boulevard that are to be completed by the Department of
Capital Improvements and Transportation (CIT) on behalf of FDOT by the August 2006 opening of the
PAC
Background Information:
The CRA asked the City's CIT to assist in implementing right-of-way improvements in the roads
leading to the new PAC. On Biscayne Boulevard (SR 5/US-1) between NW 14th and 15th Streets, work
consists primarily of road reconstruction, and new drainage, sidewalks, landscaping and decorative
lighting, having an estimated cost of $1,650,000. The City and affected parties, including the CRA and
PAC, want to have the work completed by the soft opening of the PAC in August 2006. FDOT had
programmed these improvements to occur in FY 2007/08. Because of the PAC opening, FDOT agreed
to allow the City to implement the improvements during 2006, and to reimburse the City in the year in
which the state funds become available for expenses incurred to design, construct and administer the
project. Funds to cover the estimated cost of the work are available from existing capital improvement
funds until the reimbursement is received.
