Purpose of Item:
A Resolution by a four -fifths (4/5ths) affirmative vote, approving and confirming the City Manager's
request for waiving the requirements for competitive sealed bids, and authorizing the execution of a
Professional Services Agreement with the University of Miami Center for Research in Medical
Education (UMCRME), to continue without interruption of delivery of the Emergency Response to
Terrorism (ERT) training for the first responders of the Miami Urban Area; effective until February
28, 2007, or until all deliverables are met, to coincide with the end of the UASI 2005 Grant, with the
option to extend for two (2) additional one-year periods, for a cost not to exceed $350,000.

Professional Services Agreement for U of M Center for Research in Medical Education
Background Information: (Continued)
As the lead agency for the Miami Urban Area Security Initiative (UASI) grant project, the Department
of Fire -Rescue requires the continued services of an experienced, Department of Homeland Security,
Office of Domestic Preparedness (DHS/ODP) approved training facility to provide Emergency
Response Training (ERT), including equipment, course delivery, outcomes assessment and quality
improvement. It is the City's intent to continue to strengthen Miami and its surrounding jurisdictions'
ability by training our first responders to respond to and recover from man-made threats such as those
from Weapons of Mass Destruction (WMD) and other terrorist threats or acts.
The course work for this Agreement covers three (3) distinct items:
1. Purchase of Equipment to be used for as a mobile training unit — Decontamination, personal
protective equipment (PPE), and respiratory equipment; simulation equipment with associated
computer hardware and software in the amount of $15,000.
2. Delivery of Emergency Response Training (ERT) — The first responder disciplines targeted for
delivery are: fire service, emergency medical services, health care and public health. The ERT
course will be provided in a two-day, sixteen -hour format. A maximum amount of 800 students
will be trained. Tuition is $300 per ERT class per student for a total of $240,000.
3. Training Outcomes Assessment and Quality Improvement Processes - Pre -course and post -course
evaluation and assessment for each class, meetings of content experts to modify scenarios and
skills stations, train -the -trainer programs, bi-monthly assessment and quality improvement reports
for a total of $95,000.
This training not only meets the strategic objectives of the Miami Urban Area, but the Florida
Department of Health has designated the UMCRME as the lead institution to carry out first responder
anti-terrorist training statewide. Most importantly, the Florida Division of Emergency Medical
Services has certified the course for continuing education credits. In addition, the Florida Department
Security Oversight Board, the Florida Domestic Security State Working Group and the Florida
Bureau of Fire Standards and Training have approved the contents of this CRME's ERT training.
It is practicable, most advantageous and in the best interest of the City to continue this partnership,
which provides such an important ERT training for the first responders of the Miami Urban Area in
accordance with the UASI Grant Project effective until February 28, 2007, or until all deliverables are
met, with the option to extend for two additional one year periods to coincide with any and all
approved extensions of the UASI 2005 Grant, in an amount not to exceed $350,000.
