Purpose: To provide recommendation to the observations made concerning the performance training submitted for evaluation by University of Miami, Emergency Response to Terrorism. 2. Finding: This course does meet the standards. Observations and Recommendations provided in the following paragraph serve as the basis of this determination. 3. Observations and Recommendations for Awareness/Operations Level Training: Observation #1: Training is IAW OSHA 29 CFR I9I0.120(q)(6)(i)(ii). First Responder Awareness/ Operations Level shall have sufficient training or have had sufficient experience to objectively demonstrate competencies in the following areas: Recommendation to Observation #1: In addition to the aforementioned OSHA First Responder Awareness/Operations Level, training was tailored and presented in a manner so as the following OSHA competency can be demonstrated: Competency 1910.120(q)(6)(i)(ii)(A): An understanding of what hazardous substances are and the risks associated with them in an incident and knowledge of the basic hazard and risk assessment techniques. Observation: Training meets the competency standard. Competency 1910.120(q)(6)(i)(ii)(B): An understanding of the potential outcomes associated with an emergency created when hazardous substances are present and how to select and use proper protective equipment provided to the first responder operation level. Observation: Training meets the competency standard. Competency 1910.120(q)(6)(i)(ii)(C): The ability to recognize the presence of hazardous substances in an emergency and an understanding of basic hazardous material terms . Observation: Training meets the competency standard. Competency 1910.120(q)(6)(i)(ii)(D): The ability to identify the hazardous substances, if possible and an understanding of how to perform basic control, containment and/or confinement operations within the capabilities of the resources and personal protective equipment available with their unit. Observation: Training meets the competency standard. Competency 1910.120(q)(6)(i)(ii)(E): An understanding of the role of the first responder awareness individual in the employer's emergency response plan including site security and control and the U.S. Department of Transportation's Emergency Response Guidebook and an understanding how to implement basic decontamination procedures. Observation: Training meets the competency standard. Competency 1910.120(q)(6)(i)(ii)(F): The ability to realize the need for additional resources, and to make appropriate notifications to the communication center and an Page 1 of 2 File Number 040524-01 10/6/2005 understanding of the relevant standard operating procedures and termination procedures. Observation: Training does meet the competency standard. Summary: There is evidence that all the competencies are being trained, and the completeness of the training material submitted does permit a conclusive analysis. Observation #2: In the Instructor Manuel it is mentioned that the students will observe a video during the course of instruction. There was no video submitted with the material. Recommendation to Observation #2: Instructor Manuel should change verbiage from "video to CD". 4. Summary: This course does meet the training strategy to fulfill OSHA 29CFR 1910.120 Hazardous Waste Operations and Emergency Response awareness/operation training competencies. In addition to this, the submitted course does meet the course development standards outlined in the ODP Training Strategy. As a result, a thorough analysis of this course was possible. Page 2 of 2
