SUBJECT: UASI state and local WMD training program
analysis and validation
The purpose of Urban Area Security Initiative (UASI) state and local WMD training
program analysis and validation process is to ensure that state and local jurisdictions
seeking Office for Domestic Preparedness (ODP) approval of their WMD training course
materials are submitting training products that are congruent with the standards and
guidelines of the ODP training partner course assessment and approval process.
In accordance with Appendix D of the Fiscal Year 2004 Urban Area Security Initiative
Grant Program, Program Guidelines and Application Kit you submitted the ODP
Training Approval Template for Emergency Response to Terrorism. The Center for
Domestic Preparedness (CDP) conducted a desk audit of the course materials based on
the completed template, the completeness of the materials submitted, and the content to
determine if the training materials were consistent with ODP standards.
Analysis and evaluation of the submitted material(s) found that the training course did
meet said standards. The basis of this conclusion is contained in the attached findings,
observations and recommendations. Any questions regarding this audit should be directed
