The Department of Fire -Rescue is requesting a Waiver of Competitive Bidding and authorizing the
negotiation and execution of a professional services agreement with the University of Miami Center for
Research in Medical Education (UMCRME), a Florida non-profit educational entity, located at 1430
N.W. 11th Avenue, Miami, Florida, 33136, to continue without interruption the delivery of Emergency
Response to Terrorism (ERT) training for the Miami Urban Area's first responders, including equipment,
course delivery, outcomes assessment and quality improvement, effective until February 28, 2007, or
until all deliverables are met to coincide with the end of the 2005 UASI Grant Program IV, with the
option to renew for two (2) additional one year periods to coincide with any and all approved extensions
of the UASI 2005 Grant, in an amount not to exceed $350,000.
The UMCRME has been chosen to meet the City of Miami requirements for the purpose of providing
Department of Homeland Security, Office of Domestic Preparedness (DHS/ODP) approved training
courses for first responders in the Miami Urban areas (designated municipal and county employees of the
City of Miami, Miami -Dade, Broward, and Monroe Counties, jurisdictions within the counties and
hospitals within these jurisdictions) who respond to terrorist and weapons of mass destruction (WMD)
events. The course work for this Agreement covers three (3) distinct items over a multi -year period:
1. Purchase of equipment to be used as a mobile training unit — Decontamination, personal
protective equipment (PPE), and respiratory equipment; simulation equipment with associated
computer hardware and software in the amount of $15,000.
2. Delivery of Emergency Response to Terrorism (ERT) Training - The first responder disciplines
targeted for delivery are: fire service, emergency medical services, health care and public health.
The ERT course will be provided in a two-day, sixteen -hour format with the first term to be. A
maximum amount of 800 students will be trained. Tuition is $300 per ERT class per student for
a total of $240,000.
3. Training outcome assessment and quality improvement processes - pre -course and post -course
evaluation and assessment for each class, meetings of content experts to modify scenarios and
skills stations, train -the -trainer programs, bi-monthly assessment and quality improvement
reports for a total of $95,000.
The curriculum and methods offered by these courses will continue to provide the Miami Urban Area's
first responders the necessary training and preparation in order to counter incidents of weapons of mass
destruction. This ERT training meets the strategic objectives of the Miami Urban Area and will enhance

Miami and its surrounding jurisdictions ability to respond to a terrorist threat or act. It is practicable,
most advantageous and in the best interest of the City to continue this partnership, which provides such
an important ERT training for the first Responders of the Miami Urban Area in accordance with the 2005
UASI Miami Urban Area Grant. The Florida Department of Health has designated the UMCRME as the
lead institution to carry out first responder anti-terrorist training statewide. Moreover, the Florida
Division of Emergency Medical Services has certified the course for continuing education credits. In
addition, the Florida Department Security Oversight Board, the Florida Domestic Security State Working
Group and the Florida Bureau of Fire Standards and Training have once again approved the contents of
said ERT training.
In conjunction with, preparation for, or in anticipation of a major disaster or emergency related to
terrorism and or weapons of mass destruction, the Department of Fire -Rescue respectfully requests your
approval to seek a waiver of the competitive bid process, and the approval to negotiate and execute a
professional services agreement with UMCRME.
Funding is available from the UASI Grant Program IV, subject to budgetary approval.
