Box 152, Broken Arrow, Ok 74013, is the sole source provider of a camera system consisting of a Pole Camera Kit, Video Fiberscope Kit, and Under Door Camera Kit, for the Department of Police. The Department of Police is seeking to acquire this camera system which will be used by SWAT Team and Bomb Squad members during actual operations, and to be able to look into such denied areas as crawl spaces, attics, small pin holes in walls and doors, as well as look around corners as this camera equipment will significantly enhance operator safety, and reduce the possibility of user identification to suspects. Tactical Electronics advised it is the original equipment manufacturer of the items being sought, and the equipment is proprietary. Its wireless cameras and monitors are swappable between systems so the kits can be used in conjunction with each other during an operation; they cannot be used interchangeably with any other system. The County of Fairfax, Virginia acquired all three (3) items as a sole source; Tualatin Valley, Ore. acquired the video fiberscope as a sole source; and the City of Glendale, California acquired the pole camera system as a sole source. Pole Camera Search System — It is the only Police Camera available with interchangeable black and white, and color camera heads; its extension poles allow ease of use and assembly; and it is the lightest and most compact system available. It provides in excess of six (6) hours of operation and weighs only 2.75 lbs. It comes standard with RF transmission that provides video to just under one mile line -of -sight, which ensures safety when utilized around explosives. The detachable camera heads and extension poles can be submersed to 30 feet of water for inspection of piers, pilings and hulls, and offers the operator the ability to raise the camera head easily and monitor second and third story windows above ground. No other manufacturer could be located which offers these unique features. Wireless Under Door Camera Kit — It is the only Under the Door Camera in the world that has a built-in wireless transmitter and battery compartment, making it highly portable, and is the lightest and most compact system available. It is an all -in -one, stand-alone product that enables the operator to slide the system under a door and walk away to safety for a high resolution of viewing. It weighs less than 2 lbs and provides the operator with 5 hours of continuous operation time. No other manufacturer could be located which offers these unique features. Wireless Video Fiberscope Kit — It is the lightest and most compact system available, and is the only video fiberscope that attaches to a wireless transmitter and power supply that will fit into the palm of a hand. It is the only system designed specifically for military and law enforcement applications, and is available only to governments. It comes standard with RF transmission that provides video to just under one mile line -of -sight, and over twice that distance when used with the repeater system, which provides operator safety when used around explosives. No other manufacturer could be located which offers these unique features. I hereby certify that the terms and conditions of the award have been negotiated so as to obtain the most favorable terms and conditions, including price, as may be offered to other customers or clients by Tactical Electronics. I am recommending that the requirements for competitive bidding be waived, and these findings be approved: Tactical Electronics is the sole source provider of a Pole Camera Kit, Video Fiberscope Kit, and Under Door Camera Kit, for the Department of Police.
