A RESOLUTION OF THE MIAMI CITY COMMISSION WAIVING BY A
FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC
HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S
FINDING OF A SOLE SOURCE, PURSUANT TO SECTION 18-92 OF THE CODE
OF THE CITY OF MIAMI, FLORIDA, AS AMENDED; WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES, AND
APPROVING THE ACQUISITION OF A CAMERA SYSTEM, CONSISTING OF A
POLE CAMERA KIT, VIDEO FIBERSCOPE KIT, AND AN UNDER DOOR CAMERA
KIT, FOR THE DEPARTMENT OF POLICE, FROM TACTICAL ELECTRONICS
AND MILITARY SUPPLY, LLC, IN AN AMOUNT NOT TO EXCEED $68,000;
ALLOCATING FUNDS FROM THE URBAN AREAS SECURITY INITIATIVE GRANT
PROGRAM II, FISCAL YEAR 2003, ACCOUNT CODE NO. 110111.280910.6.840.
WHEREAS, the City of Miami Department of Police ("Department") will be purchasing a camera
system consisting of the following pieces of equipment, pole camera kit, video fiberscope kit, and an
under door camera kit for both the Special Weapons and Tactics ("SWAT") Team and Bomb Squad;
and
WHEREAS, said equipment will be used by SWAT Team and Bomb Squad members during actual
operations to be able to look into such denied areas as crawl spaces, attics, small pin holes in walls
and doors and around corners; and
WHEREAS, this equipment significantly enhances operator safety, and reduces the possibility of
user identification to suspects; and
WHEREAS, the Chief Procurement Officer has adopted a finding that Tactical Electronics and
Military Supply, L.L.C., an Oklahoma limited liability company, is the sole source provider of the
camera system consisting of the pole camera kit, video fiberscope kit and an under door camera kit;
and
WHEREAS, pursuant to Section 18-92 of the Code of the City of Miami, Florida, as amended ("City
Code"), the findings of the Chief Procurement Officer have been approved and adopted as the findings
of the City Manager;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORI DA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. By a four -fifths (415ths) affirmative vote, after an advertised public hearing, the City
Manager's finding of a sole source, waving the requirements for competitive sealed bidding

procedures, pursuant to Section 18-92 of the City Code, is ratified, approved and confirmed and the
acquisition of a camera system consisting of a pole camera kit, video fiberscope kit, and an under door
camera kit, for the Department, from Tactical Electronics and Military Supply, LLC, in an amount not to
exceed $68,000, is approved, with funds allocated from the Urban Areas Security Initiative Grant
Program II, Fiscal Year 2003, Account Code 110111.280910.6.840.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
