OF THE GENERAL MUNICIPAL ELECTION
HELD ON NOVEMBER 15, 2005

I, Priscilla A. Thompson, City Clerk of the City of Miami, Florida, and as the Canvassing
Board for the City of Miami (hereinafter referred to as "Canvassing Board") do hereby
certify that all necessary legal steps were taken in connection with the conduct of a City of
Miami General Municipal Election held on November 15, 2005, including, though not
limited to, the following Logic and Accuracy Tests:
I. On Tuesday, November 8, 2005 (testing of equipment used on election day):
a. Commencing at approximately 10 a.m., the Miami -Dade County Supervisor of
Elections representative had the tabulating equipment tested to ascertain that
the equipment will correctly count the precinct and absentee ballots cast for the
candidates to be voted in the City of Miami General Municipal Election, to be
held on November 15, 2005.
b. The Canvassing Board representative compared the test results with the
predetermined totals for each issue and pursuant to the requirements
established in Section 101.5612, Florida Statutes, observed the performance
and results of all required tests and verified the correctness of the programs and
equipment, as well as any replacement of said materials required by said tests,
subject to said tests.
c. At the completion of the above test, there were delivered to the Canvassing
Board representative, in a sealed container with Seal No.0000669, the verified
Logic and Accuracy reports and test materials; and steps have been taken to
ensure the security of said materials prior to, during, and subsequent to the
election, except when said materials are properly in the possession of the
Elections Department staff appointed to conduct the election.
II. On Thursday, November 10, 2005 (canvass of absentee ballots presumed invalid):
a. Commencing at approximately 2:00 p.m., the Miami -Dade County Supervisor
of Elections representative and the Canvassing Board representative began the
canvassing of the presumed invalid absentee ballots of batch #1. A total of 205
absentee ballots were determined to be invalid.

III. On Friday, November 11, 2005 (testing of equipment used on election day and
opening of absentee ballots):
a. At approximately 9:00 a.m. on November 11, 2005, the Miami -Dade County
Supervisor of Elections had the testing materials of the Public Test, delivered
still under Seal No. 0000669, opened in the Canvassing Board representative's
presence. The Miami -Dade County Supervisor of Elections representative had
the tabulating equipment tested to ascertain that the equipment would correctly
count the precinct and absentee ballots cast for the candidates to be voted in the
City of Miami General Municipal Election, to be held on November 15, 2005.
b. The Canvassing Board representative compared the test results with the
predetermined totals for each issue and pursuant to the requirements established
in Section 101.5612, Florida Statutes, observed the performance and results of
all required tests and verified the correctness of the programs and equipment, as
well as any replacement of said materials required by said tests, subject to said
tests.
IV. On Tuesday, November 15, 2005 (election day):
a. Commencing at 5 p.m., the Canvassing Board began the canvassing of the
absentee ballots. Except as otherwise specifically set forth and declared in this
certification, in my presence and sight, no absentee ballot was removed from
or added, and no absentee ballot was in any manner altered or tampered with
by any person, and no person touched any absentee ballot or PEB (personal
electronic ballot), except a person authorized to do so pursuant to Section
101.5612, Florida Statutes.
b. At the completion of the vote count, the absentee ballot tabulating equipment
was again tested to ascertain that the equipment correctly counted the votes
cast for the candidates.
c. The tabulation of results began at approximately 7:30 p.m. The Canvassing
Board opened, processed and validated the Provisional ballots. At
approximately 11:30 p.m. the Canvassing Board received the Group Detail
report with the tabulation results.
V. I further certify and declare that the results of the General Municipal Election which
was held on November 15, 2005, are as follows:

having received the greatest number of votes cast in the General election, shall be placed
on the ballot at the Runoff election.
