Vstem Purpose of Item: To adopt a Resolution authorizing the purchase of one (1) MIR3 emergency notification system, including maintenance support services and training, from Four Points Technology, for the Department of Fire-Recsue, utilizing existing General Services Administration Contract ("GSA") Contract No. GS-35F-0553P, effective until May 25, 2009, subject to further extensions or replacement contracts by GSA, in an amount not to exceed $206,809.82; allocating funds from the UASI Grant Program III, Project No. 110143, and Account Code No. 280911.6.840 ($86,734.82), and from the UASI Grant Program IV, subject to appropriations, in the amount of $120,075. Director Page i of 1 Background Information: The ability to communicate is critical to managing a coordinated effort that can effectively resolve an emergency situation in an expedient and organized manner. To increase the City's capabilities to communicate critical events in a guaranteed, timely, and managed fashion, the Department of Fire - Rescue desires to purchase and implement a web -based emergency notification system, The proposed MIR3 emergency notification system delivers time -urgent information in large call volumes to the programmed network of recipients. A designed "user" will enter the emergency messages, either via computer or telephone line, then select the network of recipients he/she wishes to reach, such as the hundred member Crisis Action Team (CAT) deployed at the City's Emergency Operations Center. The intended recipients then receive the emergency message on their designated communication device (via any device, including land -lines, wireless devices, mobile phones, Personal Digital Assistant (PDA), pagers, Short Messaging System (SMS), blackberry, and desktop/laptop personal computers). If MIR3 detects a live person, it will play the recorded message left by the "user". However, if a busy signal is detected, or if there is no answer, the MIR3 system will leave a message and continue to contact the recipient until reached. Once the recipient is reached, MIR3 then "speaks" the message to the individual in a human -like voice. The recipient will then "confirm" receipt and acknowledgement of the message by pressing the designated button on the telephone or computer. MIR3 also offers an "after -action" report to the user to report the number of attempts made to contact that person, the times the attempts were made; and the successes. Implementing the MIR3 emergency notification system is a fast and error -free resource that offers cost savings, improved control, and functionality. Presently, an entire position is sacrificed for the task for the emergency call list. This key person is designated with making phone calls to the emergency individuals until they are reached, which takes a minimum of 10 minutes per call (which includes re -dials). MIR3's maximum dissemination potential is 40,000 members, simultaneously. The MIR3 notification system will be installed area -wide to include not only the City of Miami, but its Urban Area partners (Miami -Dade, Broward and Monroe counties) to increase and ensure communication between counties, its municipalities, and all inter -agency organizations. This more efficient and more effective method of communication will assist in getting critical information to and receive responses from thousands of individuals located anywhere at anytime within minutes. In addition, this communication component offers additional applications that can facilitate communications with first responders and the public in any designated geographic region. After the implementation of the MIR3 in the above counties, phasing in hospitals, health departments, and possibly the medial are hopeful projects in the near future.
