Problem Identification
Two of the City of Miami's biggest concerns in their neighborhood schools, include child safety
and the problem of truancy. Due to lack of personnel, Truancy sweeps are currently being
conducted on a limited basis. Truancy is one of the City of Miami's greatest concerns
involving youth who attend public middle schools and high schools. Some contributors to this
problem include lack of academic achievement, perceived limited job opportunities for the
future, low self-esteem, etc. Additionally, the department's other concern, is the safety of
young elementary school children. Numerous children, between the ages of five and twelve,
are abused in this country every year. The Miami Police Department would like to implement
the Resisting Aggression Defensively Program (RADKids) in approximately 10 of the city's
elementary schools. The program is intended to promote safety and awareness for youth in
everyday surroundings.
Program Description
The city of Miami School Resource Unit will enhance the services currently provided to its
residents. Officers will increase the number of truancy sweeps during the grant year.
Prevention education classes will be provided by the school resource officers to all targeted
schools. In addition to prevention classes, all truants will be required to participate in monthly
diversion activities, These activities will provide enhanced lessons on trust, self esteem,
problem solving and team building. Each activity will provide team building skills,
communication and problem solving techniques. SRO's will also conduct monthly prevention
sessions with truants and their parents, To increase the safety and awareness of younger
kids, the department will implement a new program in its elementary schools. Two officers will
be trained to teach the RADKids curriculum in 10 of the city's schools. The RADKid
curriculum is structured to address self defense and self awareness in today's youth. In
addition it provides youth with healthy techniques on how to deal with aggression. Curriculum
materials include training gear, i.e, helmets, elbow and knee pads and floor mats. Each kit
includes gear for four youth and one instructor package. Added training for officers will equip
the unit with two newly certified officers. Remaining grant funds will be used to support
program activities and events. A computer will be purchased to track and monitor truants in
each of the city's neighborhoods. Officers will track all program participants, including quarterly
grade reports and truancy rates.
Year One Activities/Accomplishments & Unmet Needs (2003-2004)
Miami's School Resource Officer Unit began its program late in the grant year, due to contract
issues. Although starting fate, the department has proven very successful in providing
services for students. Current data indicates SRO's provided 5 trespass warnings; 80 student
arrests; 6 in-service orientations; counseling sessions for more than 105 students and 28
parents; 12 prevention education classes; and 10 special events, Newly assigned officers
provided truancy sweeps and mentoring activities in local schools including sessions from the
,RADKid curriculum. During the upcoming year, the department will continue with its current
program. Officers will issue truancy trespass warnings, conduct truancy sweeps, provide
parent and student counseling, and prevention education classes. Grant funds will support
salaries for officers providing program activities.
Year Two Activities/Accomplishments & Unmet Needs (2004-2005)
Truancy is one of the City of Miami's greatest concerns involving youth who attend public
school. The safety of school aged kids has become an integral component of SRO activities
in the city of Miami. Because of this growing need, the department initiated the RadKid
curriculum in local schools. Year to date, officers have issued 7 trespass warnings, made 132
off school ground student arrests, provided counseling to parents and students and conducted
10 prevention and education sessions.
In the upcoming year, the department will introduce a summer component. A summer camp
added to the existing program and provided during weekends. The camp will offer more than
a typical camping experience. It will promote self -direction provide experiential team building
seminars and workshops that assist teenagers in the realization that life is about choices. The
goal will be to reduce truancy and juvenile crime in the community and to increase average
daily attendance for the schools. All other services provided to area youth will continue at their
current level. Grant funds will be used to support program activities throughout the grant year.
