Jonathan Yavneh Contact Numbers: 579-6184 Office 579-6110 Fax Program Dates: 10/01/05 through 09/30/06 Target Population: City Residents Problem Identification The city of Miami is the largest city in Miami -Dade County. It is populated by more than 362,000 residents. Their police department has made significant strides in the services they have provided to its community. Currently, the department is attempting to improve their Records Unit. According to staff, amongst the larger police departments in the county, they are one of few who have not automated and increase the level of efficiency its Records Unit. Cross training their clerks and decreasing their back log reporting, will be an initial strategy of improving their day to day functioning. Program Description In the current year, the department will create an organized system of record management. This system will provide a smooth process for recording and accessing criminal justice information. Clerks will work overtime to input data in the department record system (CARE). These statistics are then used to publish crime rates and trends which are then used to determine the allocation of resources. Specifically, staff will cross train all personnel in the Records Unit during the upcoming year. Commanding personnel will supervise and train all employees. Once trained, staff will serve as backup when other key persons are absent from work. The second part for this program will support overtime hours for clerks who will eliminate the current backlog of reports to be entered in the CARE system, Year One Activities/Accomplishments & Unmet Needs (2004-2005) Planned Measures for the past year are underway and more than 30 of the backlog have been automated. The department has crossed trained personnel and inventoried the backlog of incident reports in the Care System. During the new grant year, a new software system will be installed. The Law Records Management System (LRMS), once installed, will allow police personnel to enter police reports directly from police cruisers. At the same time, it will allow records clerks to review and code reports as soon as they are received. The use of this new system will increase efficiency in the records unit and ensure better service for the residents of Miami. The Miami Police Department will continue efforts to automate police records. Clerks in the records Unit will convert data weekly to accomplish this goal. Grant funds will be used to provide services to improve the department's criminal justice records system.
