SPECIAL CONDITIONS
1, The recipient agrees to comply with the financial and administrative requirements set forth in the current edition of the
Office of Justice Programs (OJP) Financial Guide.
2. The recipient acknowledges that failure to submit an acceptable Equal Employment Opportunity Plan (if recipient is
required to submit one pursuant to 28 C.F.R. Section 42.302), that is approved by the Office for Civil Rights, is a
violation of its Certified Assurances and may result in suspension or termination of funding, until such time as the
recipient is in compliance.
3 The recipient agrees to comply with the organizational audit requirements of OMB Circular A-133, Audits of States,
Local Governments, and Non -Profit Organizations, as further described in the current edition of the OJP Financial
Guide, Chapter 19,
4. Recipient understands and agrees that it cannot use any federal funds, either directly or indirectly, in support of the
enactment, repeal, modification or adoption of any law, regulation or policy, at any level of government, without the
express prior written approval of OJP.
5, The grantee shall arrange with local area middle/junior high schools, to schedule at least 13 one period classes to
instruct the minimum number of students as proposed in its application for funding approved by BJA. Classroom
lessons are to be presented during the project period of the grant award.
6. The recipient agrees to submit to BJA for review and approval any curricula, training materials, and/or training
equipment specifications intended for development, purchase, and/or use under this grant. Training material developed
or specifications/descriptions of equipment to he purchased with grant funds shall be forwarded to BJA or its designee
at least 14 days in advance of its use/purchase.
7. The recipient agrees to attend a training, technical assistance, or coordination meeting, if offered by BJA or its
designee.
8, The recipient further agrees to provide specific information on its training activities and progress, if requested by BJA
or its designee. Furthermore, recipient agrees to track all training activities, including number and professional
category of persons trained. BJA will provide recipient with guidelines on the information that should be tracked.
9. The recipient shall submit to BJA one copy of all reports and proposed publications resulting from this agreement
twenty (20) days prior to public release. Any written, visual, or audio publications, with the exception of press
releases, whether published at the grantee's or government's expense, shall contain the following statements:
"This project was supported by Grant No. 2004-JV-FX-0068 awarded by the Bureau of Justice Assistance. The
Bureau of Justice Assistance is a component of the Office of Justice Programs, which also includes the Bureau of
Justice Slatistics,,the National Institute of Justice, the Office of Juvenile Justice and Delinquency Prevention, and the
Office for Victims of Crime. Points of view or opinions in this document are those of the author and do not represent
the official position or policies of the United State Department of Justice."
The current edition of the OJP Financial Guide provides guidance•on allowable printing activities.

SPECIAL CONDITIONS
10. Grantees receiving S50,000 or more in grant funds must contribute up to two (2) weeks of officer time, to the National
Training Team, for every S50,000 in grant funds received through this award. All officers whose time is used to fulfill
this requirement must be certified G.R.E.A.T training officers. While no grant funds may be used to compensate the
officers for these two (2) week periods, all officer expenses will he reimbursed by the National Training Team. All
specific requests made to an individual grantee for officer training time will be coordinated with BJA and the Regional
Training Coordinators. The National Training Team is a team of G.R,E.A.T. Program train• the -trainers that teach the
curriculum on a national level.
