HomeMy WebLinkAboutExhibit 2SECTION 3.0 TECHNICAL SPECIFICATIONS FIBERGLASS BOAT, MOTOR, AND TRAILER MINIMUM SPECIFICATIONS FOR OPEN -WATER VESSEL FOR THE CITY OF MIAMI POLICE MARINE PATROL UNIT 3.0 SCOPE: The City of Miami Police Department Marine Patrol Unit (MPU) needs to acquire a high -quality, vee-style hull, center console law enforcement patrol boat of proven hull design and performance. The vessel should be produced by an established and stable manufacturer that has built high -quality, center console boats successfully for a minimum of five (5) years. City of Miami reserves the right to require the successful bidder to demonstrate that their product is capable of withstanding the harsh and demanding requirements of law enforcement use in South Florida at manufacturer's expense. Delivery is expected within the 2005 calendar year. The boat will be picked up in the State of Florida or otherwise include freight. The vessel will be used to patrol coastal and inland waters of Miami -Dade County and the City of Miami, as well as provide occasional search, rescue, and recovery missions offshore, as needed, and conduct specific homeland security operations as required. 3.1 SPECIFICATIONS: GENERAL SPECIFICATIONS: A, Vee-style hull of fiberglass construction, designed for a dry ride B. Length — (LOA) 25' with Twin Yamaha F225/250 Counter Rotating V6 Four Strode C. Beam — 8' 10" minimum D, Draft — 18" maximum (engine up) E. Person Capacity — Vessel must have a minimum "maximum capacity" of 8 persons. F. Fuel Capacity — 200 gallons minimum G. Transom Height — Closed transom, no less than 25" above water line capable of supporting twin 250 four-stroke engines with 25" shafts H. Minimum Horsepower Rating — 450 hp 1. Bow section must be designed in such a way as to prevent plunging in heavy sea conditions 7. Hull and liner must be of heavy-duty no wood, commercial fiberglass laminates of hand -laid construction, above normal recreational standards. Hull should have increased laminations in the decks and a reinforced hull - to -deck joint so that the vessel can withstand additional abuse. K. Deck skins should be about 50% thicker than normal recreational standards to resist damage. L. All hardware must be high quality stainless steel, unless not available, and should be bolted on — NO SCREWS SPECIFIC REQUIREMENTS: A. All must have either a side hull cut out and insert door or comparable transom door for access to and from the water. Transom or side cut door must be a minimum of 17" wide. B. Heavy-duty welded aluminum "T" or hardtop, capable of mounting 75 pounds of equipment above and below top. Sunshade area should be no less than 6' wide by 9' long, with flat plates welded in place for mounting equipment such as a light bar, radio antennas, radar, and 360-degree light. T-top legs should be sleeved for additional strength. Navigation lights may be mounted on hardtop. C. Fiberglass center console with clear windscreen. Windscreen must be at least 34" wide by 13" high from top of console. Alternately, high -quality izing glass panels can be configured to include a clear windscreen attached to hard- or T-top superstructure. A watertight compartment capable of housing electronics must be placed inside top. Must include lockable, stainless steel latches for all floor, console, and leaning post/seat compartments. A 12-volt outlet with no less than six waterproof switches must be provided. D. Dual heavy-duty "Group 27" marine batteries with selector and shut off switches (85-amp minimum). 182 Reserve capacities at 25 amps. E. Navigation lights, port and starboard, running lights attached to gunwale near bow or configured into hardtop, with 360-degree white light attached to hard- or T-top. F. Minimum two (2) automatic, high capacity bilge pumps, 2500 gallons per hour minimum. G. Lighted compass (flush mount) Ritchie Navigator or comparable. H. Fuel system equipped with external filter and water separator for each engine. I, One (1) pair of new Yamaha F250 (hp) Counter Rotating V-6 Four -Stroke engines will be supplied or Yamaha HPDI 300 Two strode engines. Vendor must be willing to rig the engines and supply and install the following: 1. Dual engine equipment and installation package (which includes wiring harness, shift/throttle controls and trim switches. 2. Stainless steel propellers (2). Must water test to ensure proper pitch prop is installed and demonstrate same to cit of Miami. 3. Two (2) voltmeters 4, Two (2) hour meters 5. Two (2) water pressure gauges 6. Two (2) tachometers 7. Electronic fuel gauge and one direct read J. Minimum of six pop-up stainless steel cleats will be mounted on gunwale; bow and stern eye cleats will be such that they can withstand commercial (law enforcement) services. K. Heavy-duty fiberglass leaning post/seat with backrest and lockable storage, as well as a handrail welded on backrest. Integrated footrest on console or seat for helmsman and passenger. L. Hydraulic trim tabs M. Hydraulic steering with tilt helm and stainless steel or cast aluminum wheel, N. Anchor locker with hinged hatch cover and drain O. Storage Lockers P. Commercial duty rub rail and one heavy-duty rubbing strake attached to each side (minimum 4' mounted aft of console). Q. Boat must be self -bailing with large scuppers R. Two (2) fire extinguishers S. Bow portion of keel must be shielded to protect against impact damage and chafing with stainless steel plate, minimum 4' long. T. All wiring must be copper U. Freshwater wash -down system with a minimum of a 20-gallon holding tank. OPTIONAL EQUIPMENT: A, VHF Radio — Icon or Standard brand with antenna B. Garmin 3010C, 10" display with GPS and GSD 20 Sounder Module and 6/19 degree 1KW in -hull transducer (Part #010-10445-00). C. Heavy-duty aluminum boat trailer Specifications: Commercial grade, heavy-duty aluminum of I-beam construction system matched to the boat for net weight carrying capacity. Coupler: Surge type with a 2 5116t inch trailer ball Dual Axles: Six -lug, 10,000-pound capacity Trailer Tongue Jack: 3000-pound capacity, top wind type with a caster rated at 1000 lbs. Hubs: Stainless steel, waterproof bearing cup with grease fittings Wheels: Galvanized 15" 225 minimum Brake Systems: Surge disk type bronze or ductile. All brake lines to be #316 stainless steel Winch and Stand: Heavy-duty, two -speed plated matched to handle boat weight Light and Wiring: Two submersible eight -function taillights. Four all -plastic - casing, non -corrosive side marker lights. All -plastic -casing, non -corrosive 16- gauge double insulated marine wire right and left operating independently of each other. Four-way vehicle connector. Rollers: Center bunk type — no rollers Bunks: Carpeted and pressure treated wood bolted with a minimum 318th stainless steel bolts. Fenders: Diamond Plate Aluminum .125 Fasteners: Stainless steel with nylon lock nuts and washers Guides: PVC covered. Scheduled 80 aluminum pipes with stainless steel U bolts. D. Color: White or Off-white gel coat, devoid of any decals or markings that would have to be removed to mark the vessel as a law enforcement patrol vessel. The manufacturer's name may be discretely displayed on the side of the vessel, near the stern. E. Federal Visi-Beam remote spotlight or comparable F. Black bottom paint G. Boat must attain a minimum of 45 mph speed and maintain a stable ride Any deviation from the above specifications must be Iisted; failure to list deviations to specifications could be grounds for dismissal of bid. No prototypes will be accepted, and hull is to be U.S. Coast Guard approved. Warranty Requirements: 1. Limited ten-year structural warranty 2. Limited one-year warranty for accessories supplied by manufacturer
