Purpose of Item: The administration recommends that the City of Miami Commission adopt the attached resolution, in substantially the attached form with attachments, authorizing the City Manager to allocate an amount not to exceed $1,500,297, from the Special Revenue Account No. 110145 FEC Corridor Improvement Trust Fund (the "Trust Fund") to "B-71215D Streetcar Project -Midtown Underground Infrastructure" to fund the construction of the underground infrastructure and related engineering services to accommodate the Miami Streetcar Project within the Midtown Miami Project. Pursuant to Section 62-263 of the Trust Fund, the Miami Streetcar Project qualifies as a transit system that is to provide service within the FEC Corridor. The requested amount will be allocated as defined in the attached Exhibit "A" entitled "Roadway and Surface Construction Elements and Related Engineering Services for the Miami Streetcar Project within the Midtown Miami Project." Director • Manager pnh. 1 of Background Information: The City of Miami Commission, on December 18, 2003, adopted the attached Ordinance No. 12468, entitled "FEC Corridor Improvement Trust Fund" under Chapter 62 of the City Code, Zoning and Planning, Article 10 (X). The Department of CIP and Transportation is requesting the $1,500,297 from the Trust Fund to be made available for transportation programs and roadway improvements in accordance with the enabling legislation of the Trust Fund. Specifically, said amount is to be allocated to the Miami Streetcar Project to fiend underground infrastructure and related engineering services to accommodate the Streetcar Project within the Midtown Miami Project. Both projects are located within the FEC Corridor. The FEC Corridor Map that depicts the corridor boundaries is attached to Ordinance No. 12468. The monies deposited in the Trust Fund to implement the intent of the ordinance is collected by the Planning Department through Floor Area Ratio (FAR) bonus fees for properties developed in the SD-27 Zoning District which is within the FEC Corridor. To date, $1,500,297 has been collected. All disbursals of the Trust Fund, shall be made by the City Commission, after due consideration is given through the written recommendations of the City Manager and the Directors of the Planning, Economic Development, Public Works and the CIP and Transportation Departments. The attached memorandum, dated September 26, 2005, from the Director of the Department of CIP and Transportation to the City Manager contains the signatures of said department directors and the City Manager affirming their review and approval for the use of the Trust Fund amount of $1,500,297 for the purpose of the Miami Streetcar Project within the Midtown Miami Project. The City of Miami Commission also approved Resolution 05-0293 on May 12, 2005 and adopted the "City of Miami Initial Streetcar Corridor Feasibility Study, Final Report, April 2005" and authorized the City Manager to begin initial implementation of the recommendations of the study. pn rto ') ",F')
