A. Serve as Project Manager for the Miami UASI project and provide project planning,
program coordination and administration, evaluation and management. Project
management includes support to the Urban Area Working Group, the Regional Domestic
Security Task Force and its committees as they work to implement the Strategy and
budget.
B. Develop emergency operation plans and procedures to include terrorism response,
continuity of operations, and continuity of government for the City, the urban area and
the jurisdictions within. Plans must incorporate the National Incident Management
System (NIMS) and Emergency Operation Center (EOC) functions.
C. Perform threat, vulnerability, capability, and needs assessments.
D. Develop and manage an anti -terrorism coordination center.
E. Provide Training consistent with the Office of Domestic Preparedness (ODP) training
guidelines and curriculum.
F. Develop and maintain a Miami Urban Area Exercise Plan and design and conduct
exercises consistent with the Homeland Security Exercise and Evaluation Program
(HSEEP).
G. Assist in domestic security equipment initiatives including management, writing
specifications, and procurement process.
H. Develop projected/estimated time-Iines and budgets for project work.
I. Continue to update, modify, enhance, and integrate the City's comprehensive emergency
management plan with the Urban Area Security Initiative.
J. Should additional State, or other funding from any other source become available to the
City for domestic security efforts or emergency management consulting or planning
services, the Successful Proposer may be authorized to perform additional services to
fulfill said funding or grant requirements, provided that the Scope of Work and fees are
successfully negotiated with the City. The City reserves the right to seek another
Successful Proposer for said services, should it be deemed to be in the City's best
interests.
K. The Proposer shall display and document specific examples of experience with and
knowledge of the UASI, its legislation, guidance document and principles, strategy,
programs and projects as managed by the United States Department of Homeland
Security (USDOHS).
L. The Proposer, should it be awarded a Contract and be deemed the Successful Proposer,
shall give first priority to the City for the utilization of its resources, personnel and
supervision, should there be competing requests for its services from other entities.
M. Perform any other domestic security and all hazards emergency management consulting
services, and all other related comprehensive emergency planning initiatives, as
required.
2.4. Deliverables
As this project is a priority of the City, it is anticipated that the Successful Proposer will complete
all required work and meet project milestones and requirements as prescribed by the Strategy and
the ODP guidelines. All project work will also be performed observing Federal laws, rules and
regulations; and City, county, and State of Florida statutes, plans, and procedures related to
emergency management and domestic security.

The City reserves the right to add, or delete, at any time during the Contract, services to be
performed by the Successful Proposer, under the terms of the Contract. Should the City determine
to add an additional service for which pricing was not previously secured, the City shall seek the
Successful Proposer to provide reasonable cost(s) for same. Should the City determine the pricing
unreasonable, the City reserves the right to negotiate cost(s) or seek another vendor for the
provision of said service(s).
