Background Information: As the lead agency for the Miami Urban Areas Security Initiative (UASI) grant project, the Department of Fire -Rescue requires the continued services of an experienced firm to provide Domestic Security and Emergency Management Planning, Training and Management Consulting Services. It is the City's intent to continue to strengthen Miami and its surrounding jurisdictions' ability to respond to and recover from manmade threats such as those from Weapons of Mass Destruction (WMD) and other terrorist threats or act. - Continued, See Page 2 Attachment - Budget Impact Analysis NO Is this item related to revenue? Director City Manager Page 1 o Domestic Security & Emergency Management Planning, RFQ No. 04-05-042R Background Information: (Continued) On May 5, 2005, the City issued RFQ No. 04-05-042R with its goal to secure a qualified firm to provide Domestic Security and Emergency Management Planning, Training and Management Consulting Services. A total of three (3) proposals were received and evaluated by the Evaluation Committee, and oral presentations were conducted with the three (3) Proposers on July 15, 2005. Following these presentations, the Evaluation Committee appointed by the City Manager, recommended that the City negotiate a contract with the highest ranked -firm, DavisLogic, Inc. dba All Hands Consulting ("DavisLogic"). Should contract negotiations fail with DavisLogic, the Committee recommended the City negotiate a contract with URS Corporation Southern and/or the third ranked firm, Community Research Associates, Inc., respectively, if necessary. The City Manager concurred with the recommendation of the Evaluation Committee. Based on the Evaluation Committee, and approval by the City Manager, it is recommended that the City Commission accept the findings of the Committee and authorize the City Manager to execute a Professional Services Agreement, in substantially the attached form, with DavisLogic, the top ranked firm pursuant to RFQ No. 04-05-042R, to provide Domestic Security and Emergency Management Planning, Training and Management Consulting Services for the City of Miami, for a two-year period, with the option to extend the contract for two additional one-year periods, at an annual amount not to exceed $3,000,000, for a total contract amount not to exceed $12,000,000; and allowing for further increases to the contract as authorized by RFQ No. 04-05-042R, based upon the need for additional required services and the approval of additional UASI Grant Funds by the Federal Government; and further delegating to the City Manager the execution of amendments providing for further increases to the Agreement to cover additional required scope of work, consistent with the UASI Grant Project. Funds will be allocated from the UASI Grant Project Account, subject to budgetary approval. Page 2
