A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED: "PAUL COVERDELL FORENSIC
SCIENCE IMPROVEMENT GRANT," FOR THE DEPARTMENT OF POLICE,
CONSISTING OF A GRANT FROM THE UNITED STATES DEPARTMENT OF
JUSTICE, OFFICE OF JUSTICE PROGRAMS, IN THE AMOUNT OF $95,000, AND
THE CITY OF MIAMI'S REQUIRED MATCHING FUNDS, IN THE AMOUNT OF
$20,000, FOR A TOTAL AMOUNT OF $115,000; ALLOCATING THE REQUIRED
MATCHING FUNDS, IN AN AMOUNT OF $20,000, FROM THE POLICE GENERAL
OPERATING BUDGET, ACCOUNT CODE NO. 001000.290301.6,956;
AUTHORIZING THE CITY MANAGER TO EXECUTE ANY NECESSARY
DOCUMENTS, TO IMPLEMENT ACCEPTANCE OF SAID GRANT.
WHEREAS, the City of Miami ("City") has a strong interest in improving the quality of the Crime
Scene Detail; and
WHEREAS, the City has received a grant in the amount of $75,000 from the Florida Department of
Juvenile Justice; and
WHEREAS, a match, in the amount of $20,000, is required of the City, to be funded from the
General Fund monies; and
WHEREAS, the Coverdell grant funds will be used to improve the quality and timeliness of forensic
science and medical examiner services and/or to eliminate backlogs in the analysis of forensic
evidence, including controlled substances, firearms examinations, forensic pathology, latent prints,
toxicology, and trace evidence; and
WHEREAS, the Coverdell grant funds will be used to purchase a Motorola Omnitrack AFIS
equipment which will be used to help reduce the backlog of latent fingerprint cases; and
WHEREAS, any purchases would have to comply with applicable Code of the City of Miami,
Florida, as amended, purchasing requirements;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Fund is established and resources are
appropriated as described below:

RESOURCES: United States Department of Justice, Office of $ 95,000
Justice Programs
Police General Operating Budget $ 20,000
APPROPRIATIONS: Paul Coverdell Forensic Science Improvement Program $115,000
Section 3. The City Manager is authorized {1} to execute the necessary documents, to implement
acceptance of said grant.
Section 4, This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
