Background Information; The State of Florida Department of Community Affairs has appropriated $1,150,854 for the Miami - Dade County Homeland Security Preparedness Agreement. The Miami -Dade County Board of County Commissioners approved Resolution R-1293-04 on October 19, 2004, authorizing the County Manager to execute the Homeland Security Agreement for Fiscal Year 2004-05. Pursuant to said grant award, on April 5, 2005, the Miami -Dade County Board of County Commissioners approved Resolution R-320-05, authorizing the County Manager to execute inter local agreements with - Continued, See Page 2 Attachment - Budget Impact Analysis YES Is this item related to revenue? Director Fire Chiefs City Manager Page 1 of I Memorandum of Understanding between the City of Miami and Miami -Dade County Background Information: (Continued) Miami -Dade County municipalities including the cities of Coral Gables, Hialeah, Miami Beach, and Miami to carry out an activity under this grant and provide funds to train all appropriate personnel. The Miami -Dade County Office of Emergency Management ("EOC") is managing this federal initiative to provide funds to local first responders for planning, training, equipment and exercise programs to enhance local capacity to prevent, respond to and recover from acts of terrorism. As Project Manager for the $42,998 received from the United States Office for Domestic Preparedness State Homeland Security Grant Program FY 2004-05, the Miami -Dade County EOC is responsible for exercising and evaluating the Terrorism Warning Point and Tiered Response procedures with dispatching personnel from the Miami -Dade County, City of Hialeah, City of Miami Beach, City of Miami, and City of Coral Gables Public Safety Answering Points on behalf of the County. Pursuant to the State of Florida guidelines and procedures, the City of Miami Department of Fire -Rescue has updated, and completed its standard operating procedures to incorporate the State Terrorism Warning Point ("TWP") alert and notifications procedures and the Tier Response dispatch procedures into the City's Public Safety Answering Point ("PSAP"), as well as provided training to our dispatch personnel consistent with County's Terrorism Response Plan. Based on the approved grant, it is necessary for the City and County to enter into a Memorandum of Understanding to carry out an activity in connection with the State Homeland Security Preparedness Program Fiscal Year 2004-05 to enhance local capabilities to prevent, respond to and recover from acts of terrorism and will permit the Miami - Dade County to reimburse City of Miami for its expenditures that are compliant with the Project.
