Rodriguez REPORT: "NED" approved County Manager 7/8/2004 Assigned Sue 7/8/2004 Torriente County Manager 7/8/2004 Assigned County 9/9/2004 Attorney REPORT: COUNTY MANAGER(PSC-7/20/2004-STATE HOMELAND SECURITY FY-2004-05 GRANT pp. 34) 7/9/2004 County Manager 7/8/2004 Referred Public Safety 7/20/2004 Committee Legislative Text TITLE RESOLUTION RATIFYING THE COUNTY MANAGER'S ACTION OF EXECUTING A RETROACTIVE AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS FOR STATE HOMELAND SECURITY PREPAREDNESS; AND AUTHORIZING THE COUNTY MANAGER TO EXECUTE MODIFICATIONS, ACCEPT AND EXPEND FUNDS, AND TO EXERCISE THE CANCELLATION PROVISION CONTAINED THEREIN BODY WHEREAS, the Federal Homeland Security Appropriations Act was approved for funding in Fiscal Year 2004, and WHEREAS, the Department of Homeland Security, through its Office for Domestic Preparedness, is funding the State Homeland Security Program in the State of Florida, and WHEREAS, the State of Florida has appropriated $1,150,854 for the Miami -Dade County Homeland Security Preparedness Agreement, and http://www.miamidade.gov/govaction/matter.asp?matter=042091 &file=true&yearFolder =... 9/12/2005 Legislative Matter Page 3 of 4 WHEREAS, the State Department of Community Affairs issued the award notification letter on July 6, 2004 transmitting the FY 2004-2005 contract for Miami -Dade for the period July 1, 2004 to September 30, 2005, and WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, and WHEREAS, at the County Commission meeting of July 13, 2004 this Board authorized the County Manager to administer County business during the period of July 30, 2004 through August 27, 2004 [Agenda Item No. 11(A)(3)]; such action(s) taken to be in accordance with the policies and procedures established by the Board of County Commissioners and be submitted to the Board for approval at the County Commission meeting of October 5, 2004, NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board ratifies the County Manager's action of executing the retroactive contract between Miami -Dade County and the State of Florida Department of Community Affairs for receiving FY 2004-2005 funds for homeland security preparedness in Miami - Dade County, in substantially the form attached hereto and made a part hereof, an original of which is on file with the Clerk of the Board; and authorizes the County Manager to accept and expend said funds and to file and execute any necessary modifications and the cancellation provision contained therein following the approval by the County Attorney's Office. HEADER Date: October 5, 2004 To: Honorable Chairperson Barbara Carey-Shuler, Ed.D and Members, Board of County Commissioners From: George M, Burgess County Manager Subject: FY 2004-05 State Homeland Security Agreement STAFF RECOMMENDATION It is recommended that the Board approve the attached resolution authorizing the County Manager to execute the attached FY 2004-05 State Homeland Security Preparedness Agreement with the State of Florida Department of Community Affairs for the Office of Emergency Management. The grant awards $1,150,854 for the period July 1, 2004 to September 30, 2005. No local matching funds are required. MANAGER'S BACKGROUND As part of its State Homeland Security Program, the Office of Domestic Preparedness (ODP) has created a new federal initiative which provides funding to local first responders for planning, training, equipment and exercise programs, as well as provides funding for emergency operations center to enhance local capabilities to prevent, respond to and recover from acts of terrorism. In December 2003, over 200 state and local agency representatives met to identify issues and funding priorities for the State of Florida within those program categories for fiscal year FY 2004-2005. From this exercise, the State's Domestic Security Oversight Board and Governor Jeb Bush approved funding levels for state agencies and counties. Miami -Dade County was awarded $1,150,184, including $137,249 for EOC enhancements, $637,172 for planning, $120,454 for exercises and $255,979 for training. The Office of Emergency Management http://www.miamidade. gov/govactionlmatter. asp?matter=042091 &file=true&yearFolder=... 9/12/2005 Legislative Matter Page 4 of 4 (OEM) developed an initial spending plan and on June 14, 2004 was notified that ODP had approved the anticipated expenditures. Specific activities to be funded by this grant include conducting vulnerability assessments of 100 critical facilities; development of a role -specific response plan for hospitals to WMD incidents; creation of a public education sheltering campaign; training for Continuity of Operations Plan; development and table top exercise for County departments to test COOP plans; and County and EOC facility security modifications. The grant is retroactive because the grant documents were not received from the State until July 6, 2004 (letter attached). This item was favorably approved by the Public Safety Committee at its July 20, 2004 meeting. Susanne M.
