Subject: Professional Services Agreement for Long Range Strategic Plan ("Plan") for the Department of
Parks and Recreation.
Purpose of Item:
Resolution of the Miami City Commission, authorizing the City Manager to execute a negotiated
Professional Services Agreement ("Agreement"), with Goody Clancy & Associates, Inc., pursuant to
RFQ No. 03-04-136, to provide a Long Range Strategic Plan for the Department of Parks and
Recreation. In an amount not to exceed $700,000, allocating funds from HDNIB Series One and
irtrest, CIP Project number 331419, (B35895) Parks Master Plan.

Background Information
The City Commission on March 24, 2005, pursuant to Resolution 05-0185, accepted the
recommendation of the City Manager approving the finding of the evaluation committee
pursuant to the Request for Qualifications No. 03-04-136, that the firms most qualified to
provide Town Planning/Urban Design Professional Services were, in rank order (1)
Zyscovich, Inc. (2) Goody Clancy & Associates, Inc., and (3) Walter F. Chatham
Architect, said resolution also authorized the City Manager to negotiate a Professional
Services Agreement ("Agreement") and present such Agreement to the Miami City
Commission for consideration. Subsequently, the three top -ranked firms were invited to
submit proposals for the creation of a Long Range Strategic Plan for the Department of
Parks and Recreation, and the firm of Goody Clancy & Associates, Inc. was found to be
most responsive. At this point, an Agreement, in substantially the attached form, has
been negotiated for an amount not to exceed $700,000, allocating from Homeland
Defense Series One, and interest, Capital Improvements Project Number
331419,(B35895) Parks Master Plan.
