A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A NEGOTIATED
PROFESSIONAL SERVICES AGREEMENT, IN SUBSTANTIALLY THE ATTACHED
FORM, WITH GOODY CLANCY & ASSOCIATES, INC., TO CREATE A LONG
RANGE STRATEGIC PLAN, FOR THE DEPARTMENT OF PARKS AND
RECREATION, IN AN AMOUNT NOT TO EXCEED $ 700,000; ALLOCATING FUNDS
FROM HOMELAND DEFENSE NEIGHBORHOOD IMPROVEMENT BOND SERIES
ONE AND INTEREST, CAPITAL IMPROVEMENTS PROJECT NO. 331419,
(B35895), PARKS MASTER PLAN.
WHEREAS, pursuant to Resolution No. 05-0185, adopted March 24, 2005, the City Commission
accepted the recommendation of the City Manager approving the finding of the Evaluation Committee
pursuant to the Request for Qualifications No. 03-04-136, that the firms most qualified to provide
Town Planning/Urban Design Professional Services were, in rank order: (1) Zyscovich, Inc., (2) Goody
Clancy & Associates, and (3) Walter F. Chatham Architect and said Resolution also authorized the
City Manager to negotiate a Professional Services Agreement ("Agreement") and present such
Agreement to the City Commission for consideration; and
WHEREAS, pursuant to Resolution No. 05-0507, adopted September 9, 2005, the City
Commission recognized that the scope of services for a concise and comprehensive plan will include
a significant amount of field work and public outreach in order to assess the physical condition of
existing facilities and to identify the programmatic needs of constituents and visitors and authorized
the City Manager to negotiate an Agreement with one of the three (3) ranked firms in an amount not
to exceed $700,000; and
WHEREAS, the three top -ranked firms were invited to submit proposals for the creation of a Long
Range Strategic Plan ("Plan") for the Department of Parks and Recreation and the firm of Goody
Clancy & Associates, Inc., was found to be most responsive; and
WHEREAS, an Agreement, in substantially the attached form, has been negotiated for an amount
not to exceed $700,000, with funds allocated from Homeland Defense Neighborhood Improvement
Bond ("HDNIB") Series One and interest, Capital Improvements Project ("CIP") No. 331419, (B35895)
Parks Master Plan;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1} to execute a negotiated Agreement, in substantially
the attached form, with Goody Clancy & Associates, Inc., to create a Plan, for the Department of

Parks and Recreation, in an amount not to exceed $700,000, with funds allocated from HDNIB Series
One and interest, CIP Project No. 331419, (B35895) Parks Master Plan.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} This Resolution shall become effective as specified herein unless vetoed by the Mayor within ten
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission or upon the effective date
stated herein, whichever is later.
