Executive Summary
This document addresses the installation, configuration and integration of Cisco IP
telephony services within the Miami Police Department IP network. Cisco IP telephony
has been selected as the preferred solution for telephone needs by the City of Miami
Information Technology Department. This initial project will only emplace all required
components to build an enterprise -wide integrated video -voice -data system.
Scope:
Vendor shall provide for the implementation of an IP Telephony solution based on the
Cisco Architecture for Voice, Video, and Integrated Data (AVVID) at the Customer sites
listed in the Proposed Network section below.
Services shall include:
• Project Management
• System Configuration
• Staging
• Installation
• Testing and Acceptance
• Project Deliverables
Installation and configuration services shall be performed in a manner to minimize and
schedule Customer downtime.
Technical consulting and design review services are included to support the installation
and configuration of vendor -provided LAN components. These include equipment
specification, IP addressing plan review/recommendations, recommended equipment
installation locations, recommended equipment configurations, and logical network
design assistance as needed to support the LAN/WAN installation.
Proposed Network
The proposed IP Telephony solution will install IP telephony features within the Miami
Police Department's Central Station. Work will proceed along these general lines:
1. Upgrade existing core infrastructure in data center.
2. Install new Cisco Call Manager and Unity systems.
3. Upgrade Infrastructure for Fourth Floor.
4. Upgrade Infrastructure for 911 Call center.
5. Install Telephone equipment in Police EOC and related offices.

CallManager v4.x Features & Functions
The features and functions that will be configured as part of this IP Telephony solution
implementation can be found in Appendix A of this document.
Vendor Responsibilities:
Project Management
• Designate a single point of contact for all project support issues within the scope of
this project. Such person shall have the authority to act on all Vendor aspects of the
Services.
• Participate in regularly scheduled Customer project meetings.
• Act as the management contact focal point for project scheduling, coordination,
change control, escalation, staging, installation and acceptance activities for the
vendor Implementation team effort under this SOW.
• Jointly develop milestones and the detailed project schedule with Customer.
System Configuration - Data Collection
• Collect Network Data (This survey may be conducted remotely) for all CallManager
and gateway proposed locations. Individual phone and station locations will not be
personally visited as a standard service.
• Collect workgroup phone and station requirements so that IP phones may be properly
configured.
• Review and validate collected site survey information with Customer.
• Review data collected, network diagram, and develop and deliver the site readiness
recommendations to the Customer
System Configuration - Network Design Review
• Work with Customer to understand the environment and to qualify the solution
requirements.
• Provide a Network Design Review to ensure all items have been properly addressed
and the network has been designed appropriately.
• Review the IP Telephony design and provide recommendations based upon current
data and any new information collected during the site surveys.
• Vendor will provide recommendations on the configuration of the firewalls and
security for the IP Telephony solution.
• Develop the solutions design including the configurations for CallManager, network
equipment (both hardware and software), and route and dial plans.

• Develop the CallManager (system, gateway, station and phone), route and dial plan
configurations with input from the Customer and / or design team.
• Develop the Implementation -specific network diagram with input from the Customer
and / or the design team.
• Create CallManager configuration for maximum conformance to the desired access
and security policy, user class or service, toll, station and phone restrictions.
• Review the solution design and provide the existing network upgrade
recommendations.
• Work with Customer to understand that sufficient network capacity exists in
Customer provided network design based on Customer stated performance objectives
and traffic volumes.
Staging
• Off -site staging and initial quality testing of all Equipment.
• Receive and inventory Equipment needed for the network solution.
• Load and pre -configure Cisco hardware.
• Quality -of -Service configuration for new Cisco equipment.
Installation
• Unpack, inventory and inspect Vendor provided Equipment at the Customer
installation site.
• Install/Rackmount and connect the Equipment to the Customer provided facilities at
the agreed upon demarcation points.
• Provide remote technical support for the on -site engineer during the installation,
migration, cutover and implementation testing.
• Configure and install all Equipment listed on attached Equipment list.
• Troubleshoot and replace hardware failures of new Equipment relating to the
installation / upgrade of the Vendor provided product.
• Document IP Addressing Plan and equipment configurations.
• Network interoperability testing as required verifying the network operation.
• Execute the implementation test plan.
• Deliver the work complete form for the product installed.
Testing and Acceptance
The system will be tested at the completion of each phase.— associated with the hardware
and Professional Services on the Equipment Schedule for this project.
IP Phone Test Cases
• Basic IP Phone Test — verify the network configuration and IP phone load.
• Call On -Hold and Retrieve Test — calls can be put on hold and later retrieved.
• Call Park and Retrieve Test — calls can be parked and later retrieved.
• Call Group Pickup Test — calls can be picked up from any phone within the same
pickup group.

• Call Waiting Test — users can alternate between listening to two different
incoming calls.
• Shared Line Appearance Test — either phone B or phone C can pick up a shared
line call from phone A.
• Call Transfer to an Off -Net Phone — a call from phone A to phone B can be
transferred to an off -net phone C.
• Call Forward to an Off -Net Phone — all calls to phone A can be forwarded to an
off -net phone C.
Call Processing
• Phone -to -phone Dial -up Test on LAN - any two phones on the LAN can make
phone call.
• Call Transfer to an On -net IP Phone — phone any two phones on the LAN can
make call.
• Call Forward to an On -net IP Phone — all calls for IP phone A are forwarded
(ring) to IP phone B.
• Ad -hoc Conference Test — Three -party ad -hoc conferencing is possible.
Advanced IP Telephony Tests
• Four -party Conference Call — phone A can initiate a four -party conference call,
adding one party at a time to the call.
• Six -party Ad -hoc Conference Call — six -party ad -hoc conference calls are
possible.
• Modem -to -modem Test — modem -to -modem calls can be established.
• Fax -to -fax Test — faxes can be both sent and received over the POTS line
connections.
• CallManager Fail -over Test — CallManager successfully fails -over from
Subscriber to Publisher.
IPT Network Features
• SRST
• Unity Voice Mail or Unified Messaging
• Any backup feature and/or PSTN connection will be tested from each site, if
available.
IPT Related Infrastructure Features
• Quality of Service (QoS) — associated with the hardware and Professional
Services listed on the Equipment Schedule for this project.
