What Is the strategy for making this a reality? First - Provide network connections between Florida dispatch centers and install an Interoper any radio system to any other radio system on the network. This network enables first respor systems and frequencies to communicate with each other as connected talk groups without r local systems. The lO network uses Motorola's Soft Switch Radio Network (SSRN) hardware and software. service (and later MyFloridaNet) connects the dispatch centers. Features include: • IP-based • Completely distributed architecture with no central switch • Support for all radio frequency bands and proprietary systems • Ability to patch up to 4096 radio ports (2048 patches) simultaneously across the network • Ability for each dispatch center to conference with up to seven other dispatch centers • Redundancy at all servers • Encryption throughout the network • Scalable components for later expansion as necessary • Motorola's service center in Illinois for system monitoring and a 24x7 help desk Second — Build out nine mutual aid changes throughout the state. Build -out involves licensing the frequencies, adding over 325 base stations and antenna syst and connecting the new channels to existing dispatch centers. First responder radios will nee channels in their frequency band if this has not yet been done. In 2002-2003, the concept was developed by local communications staff and developed throi Security Task Forces, the State Working Group on Interoperable Communications and the FI Technologies Committee with endorsement by the Domestic Security Oversight Board. Once responsibility for the project was assigned to the State Technology Office (STO). The STO is for the Statewide Law Enforcement Radlo System and the Interoperability network, as author Florida Statutes. Participants from local, regional, and state levels have been involved in dev specifications, selecting the product, and implementing decisions. Each user has a limited resourt predefined "resources groups". • If someone has patching your radios , you can see that patch using the "view radio patch to the Radio and you'll here the Audio to/from that radio. The 10 network serves both first responders in the field and duty officers in the dispatch cent are able to talk directly to other regardless of radio system and they have mutual aid service officers can more easily manage those patches and have their own dispatch center conferen events with other centers. Due to its importance and service to every county in the state, the Domestic Security Oversic project as the number one communications priority for Federal Homeland Security funds for t the first two years are $25,865,544. A third -year ($10.7 million) has been allocated by the DS will act on this recommendation in spring 2005. What will the grant funds cover? Are there any expenses for my agency? For the 10 network, Federal funding will pay for the network components (hardware and softy consoles, installation of new network connections or upgrading existing ones, training, projec including interfacing to the local systems, and ongoing service and help desk. Local funding capacity. • The funding for ongoing operations and maintenance is assumed to be a local responsibility available. All equipment is covered by warranty and the dispatch consoles have a three-year for maintenance until July 2007. Once maintenance charges begin, the cost for dispatch cent servers will be approximately $4425 annually. For the 10 network, the average cost of telecommunications will vary depending on whether the cost of network connectivity in each county. The STO estimates that annual costs, at curl $5000 and $6000.
