Description(s):
The purpose of this notice is to amend the original Intent to Award
Posting notice which was posted on February 27, 2004 at 4:59 p.m.
The State of Florida, State Technology Office ("STO"), intends to
award a contract with Motorola, for the Interoperability network
component of ITN No. 03-STO-ITN-009 for Florida Interoperability
Network Solution. In the event of an impasse, the STO reserves the
right to negotiate with other potential service providers.
The following Respondents submitted responsive proposals:
JPS Communications (Raytheon)
MA/COM
Motorola
Unisys
No Respondent Submitted a Non -Responsive Proposal and No
Respondent was determined Non -Responsible.

The following Respondent was not invited to the presentation phase of
evaluations based on receiving lowest score in the initial phase of
evaluations:
JPS Communications (Raytheon)
The State Technology Office has completed ranking of Respondents
for the above referenced project and intends to award a contract to
the highest ranked Respondent listed below:
MOTOROLA
This Intent to Award is based on the Total Scoring of both the
technical and the cost scores. See attached spreadsheet for total
scoring.
Should the State Technology Office fail to successfully complete
negotiations and enter into a contract with the highest ranked
Respondent, negotiations with other finalists will be conducted in
accordance with the ITN document. The State Technology Office
reserves the right, in its sole discretion, to reject at any time, any or all
proposals, to reissue the ITN or category, or to cancel the ITN or
category if it considers it to be in its best interests.
Submittals from the Respondents listed herein, except as noted, are
the only submissions received timely as of the opening date and time
specified in the ITN. All other submissions submitted in response to
this solicitation, if any, are hereby rejected as late.
Pursuant to Section 24.109, Florida Statutes, failure to file a formal
written protest with the Chief Information Officer within 72 hours shall
constitute a waiver of proceedings under Chapter 120, Florida
Statutes.
To comply with Florida Law, a formal written protest must be filed with
the Chief Information Officer at 4030 Esplanade Way,Tallahassee,
Florida 32399, within the 72 hour time period prescribed below and
must be accompanied by a bond required by Section 287.042(2)(c),
Florida Statutes.

The Department reserves the right to reject any and all bids or accept
