DOWNTOWN DEVELOPMENT AUTHORITY ("ODA") TO ESTABLISH A PROPOSED MILLAGE RATE OF ONE-HALF (1/2) MILL FOR THE DOWNTOWN DEVELOPMENT DISTRICT OF THE CITY OF MIAMI, FLORIDA, FOR FISCAL YEAR BEGINNING OCTOBER 1, 2005 AND ENDING SEPTEMBER 30, 2006; AUTHORIZING AND DIRECTING COMMUNICATION OF SAID PROPOSED MILLAGE RATE TO THE MIAMI-DADE COUNTY PROPERTY APPRAISER AND TAX COLLECT° TOGETHER WITH THE DATE, TIME AND PLACE OF THE PUBLIC HEARIN S, AS STATED HEREIN, AT WHICH THE MIAMI CITY COMMISSION W LL CONSIDER THE PROPOSED MILLAGE RATE AND THE DDA TENTATIVE BUDGET FOR SAID FISCAL YEAR. WHEREAS, Section 14-60 of the Code of the City of Miami, Florida ("City Code"), and General Law authorizes the City to levy an additional ad valorem tax on all real and personal property in the Downtown Development District of the City not to exceed one-half (1/2) mill on the dollar valuation of such property, for the purpose of funding the operations of the Downtown Development Authority ("DDA"); and WHEREAS, Section 00.085(2)(a)1, Florida Statutes (Supp. 1992) ("TRIM BILL"), requires each taxing agthority to establi h a proposed millage rate; and WHEEAS, said law stipulates that the proposed millage rate be submitted to the Miami -Dade County Property Apprals - r and the Tax Collector; and WHEREAS, said rat reflects the levy necessary to realize property tax revenues anticipated in Fiscal Year 2006 Budget and WHEREAS, the TRI BILL requires that the proposed tax rate be included on tax notices; and WHEREAS, the prop sed millage rate submitted to the Miami -Dade County Property Appraiser and Tax Collector is not bind g but necessary for the purpose of preparation of tax notices; NOW, THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The DDA is authorized to establish a proposed millage rate of one-half (1/2) mill for the Downtown Developmen District of the City of Miami, Florida for the fiscal Year beginning.
