Memo To: The Honorable Manual Diaz, Mayor a members of the City of Miami Commission From: David Shorter, Executive Director CC: Board of Trustees, Virginia Key Beach Park Trust, Joe Arriola, Chief Administrator/City Manager, Larry Spring, Chief of Strategic Planning, Budgeting & Performance, Marta Gomez -Chen, City Attorney's Office, Agenda Office Date: August 18, 2005 Re: Fiscal Year 2006 Operating Budget Recommendation: The Board of Trustees of the Virginia Key Beach Park Trust, (the "Trust"), request that the City Commission approve the attached Resolution requesting General Operating Funds for fiscal year 2006 in the amount of $1,354,441. Budget Summary: The $1,354,441 requested from the General Fund for FY 2006 is $453,465 higher than the $900.976 allocated in FY 2005 and is due primarily to the planned addition of 9 new fulitime staff positions. These new staff positions are essential to the planning of the museum, maintenance of the park grounds, and the educational component of the Nature & Environmental Center. The Trust is also budgeting Capital Campaign and Grant dollars totaling $550,000, which will result from the strategic initiatives of our Development efforts. In addition, a Capital Improvement Plan is being developed and will reflect new funding from the County of $22.5 Million. Significant Accomplishments in FY2005: 1. The $1.2 million dollar restoration of the existing historical buildings is complete. The historic carousel building, concession stand, bathhouse facilities and other pavilions have been transformed from decaying relics to the vibrant structures they once were. 2. The U.S. Army Corps of Engineers Section 111 - Shoreline Restoration project is complete. The $5 million dollar project was 100% federally funded and restored decaying beach groins and added some new beach sand to the Northern end of Virginia Key Beach. 4 3. The Water and Sewer Agreement, (WASA), between the Miami -Dade Water and Sewer Authority and the City of Miami was signed. The $1.8 million dollar project was fully funded and construction is complete; only final testing is needed to conclude the project in August 2005. The project will connect all existing and future structures on historic Virginia Key Beach Park to Miami -Dade County's sewer infrastructure. 4. The Virginia Key Beach Park Architectural Competition is now in its final stages. The competition is aimed at selecting an architectural and design team to develop a museum/Cultural Center design for the facility on Virginia Key Beach Park. The facility design will include administrative office space for the Trust staff, exhibit space, a cafe, a restaurant, meeting rooms, reception areas, a gift shop, etc. The architectural selection process is facilitated by Lord Cultural Resources Planning & Management, the Trust's museum planning consultants. The winner of the competition is scheduled to be announced in October 2005. 5, The Miami -Dade County Building Better Communities General Obligation Bond Program, (GOB), was passed by voters in the November 2004 elections. From the GOB, Virginia Key Beach Park Trust was awarded $15.5 million in bond dollars for restoration and capital improvements on the historic beach park site. Objectives for FY2006: 1. The Virginia Key Beach Park capital improvement projects for the park grounds will include exotic plant removal, selection of a landscape architect, picnic facilities, a new landscaped entrance road to the beach park, restoration of the historic mini - train and a children's play area. 2. The Virginia Key Beach Park capital improvement projects for the park infrastructure include the circulation road paving and parking lot improvements, an electrical and water supply master plan and the construction of a shoreline promenade. 3. The Virginia Key Beach Park capital improvement projects for new park facilities include the relocation of the Virginia Key Beach Park Trust administrative offices to the historic beach park site. The new offices would provide administrative space until the completion of the museum/cultural center slated to open August 2008. The installation of the historic carousel, the mini -train passenger station, and new picnic shelters and pavilions. 4. The Virginia Key Beach Park Architectural Competition will select an architectural and design team to develop a museum/Cultural Center design for the facility on Virginia Key Beach Park (October 2005), with final design and construction drawings scheduled for completion (May 2006). Ground -breaking on the construction of the museum facility is scheduled for summer 2006. Attachments. • Page 2
