Subject: Grant Agreement between the Florida Department of Environmental Protection and the City of
Miami for developing the Virginia Key Master Plan
Purpose of Item:
Resolution by the Miami City Commission, authorizing the City Manager to accept a grant award in
the amount of $50,000, from the State of Florida, Department of Environmental Protection ("DEP") to
develop the Virginia Key Master Plan,; authorizing the City Manager to execute the necessary
documents, in a form acceptable to the City Attorney, to implement the acceptance of said grant.

Supplemental Background Sheet
Subject: Grant Agreement between the Florida Department of Environmental Protection and the City of
Miami for developing the Virginia Key Master Plan
Background Information:
The City of Miami and Miami -Dade County are jointly seeking to implement a master planning
process that studies Virginia Key in its entirety. Request for Qualifications ("RFQ") No. 03-04-028
was issued to secure a multidisciplinary team of consultants with demonstrated experience to provide
services to create a Master Plan for Virginia Key for the office of the City Manager. Resolution No.
04-01-433 further authorized the City Manager to negotiate a professional services agreement with
EDSA, Inc., the top ranked firm; said negotiations are ongoing and final Professional Services
Agreement is expected to be considered by the Miami City Commission in the near future.
The grant awarded by the Department of Environmental Protection provides for total funding in the
amount of $50,000 with a local match of an equal amount being funded by the City of Miami for
developing the Virginia Key Master PIan. Part of the cost of the Master Plan currently under
negotiation will serve to satisfy the required City funding match so that no additional funding will
need to be earmarked.
