A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "MIAMI CIVIL
CITATION PROGRAM," FOR THE CITY OF MIAMI DEPARTMENT OF POLICE,
CONSISTING OF A GRANT FROM THE FLORIDA DEPARTMENT OF JUVENILE
JUSTICE, IN THE AMOUNT OF $50,000 AND AN IN -KIND SERVICES MATCH,
FROM THE CITY OF MIAMI POLICE DEPARTMENT, IN THE AMOUNT OF
$10,000, FOR A TOTAL AMOUNT OF $60,000; AUTHORIZING THE CITY
MANAGER TO ACCEPT SAID GRANT AND TO EXECUTE THE NECESSARY
DOCUMENTS, IN SUBSTANTIALLY THE ATTACHED FORM, TO IMPLEMENT
ACCEPTANCE OF SAID GRANT.
WHEREAS, the City of Miami ("City") has a strong interest in addressing issues related to the
conduct of first-time youth offenders; and
WHEREAS, the City's Department of Police will establish the Miami Civil Citation Program aimed at
elementary, middle and high school students, ages 10-17; and
WHEREAS, the City has received a grant in the amount of $50,000 from the Florida Department of
Juvenile Justice; and
WHEREAS, a match, in the amount of $10,000, is required of the City, to be provided by the in -kind
services of Police Officers and a licensed clinical social worker; and
WHEREAS, any purchases would have to comply with applicable City Code purchasing
requirements;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Fund is established and resources are
appropriated as described below:
FUND TITLE: Miami Civil Citation Program
RESOURCES: Florida Department of Juvenile Justice $50,000
City's Department of Police matching
in -kind services $10,000
APPROPRIATIONS: Miami Civil Citation Program $60,000

Section 3. The City Manager is authorized{1} to execute the necessary documents, in substantially
the attached form, to implement acceptance of said grant.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
