The City of Miami Police Department is committed to the philosophy of
community and neighborhood policing. We build partnerships and coalitions with
. the business, corporate and residential communities to identify and recommend
solutions to problems with the goal of improving the quality of life in ou•.
neighborhoods. We employ time -tested police methods and promising innovative
approaches to better protect our communities.

Description of Agency
The Miami Police Athletic League (PAL) provides a comprehensive
educational and recreational program for youngsters 8-17 to enhance their
exposure to positive influences. PAL offers the young people of this City a
safe haven to learn, grow, explore and make a difference. PAL offers after
school tutoring at many sites under the direction of certified classroom
teachers, offering both homework assistance and FCAT guidance. Youth can
play sports such as basketball, flag football, soccer, and hockey. Community
service is required, so student can appreciate the fulfillment of giving back. It
is also a great time for youth and police officers to work together in a very
affirming environment.
PAL is the village that will help keep a child an track. PAL is staffed with:
• Youth counselors so that children are engaged with young role models
and mentors who are working towards their college degrees
• Activities Coordinators who set up recreational and community service
activities that provide healthy experiences
• Certified school teachers who reinforce academics and offer
assistance with homework and FCAT
• Police Officers who reinforce the effects of negative behaviors and
reinforce positive behavior with rewards
Agency Mission Statement
PAL focuses on the prevention of juvenile delinquency through the use of
athletics and academic activities. The program's mission is to enhance the
relationship between the Miami Police Department and the youth of our
community through positive interactions and mentoring.

8, CORPORATE PURPOSES
The purposes for which this corporation is formed are exclusively charitable, educational
and scientific and consist cf the following:
14 To raise the economic, educational and social levels of the residents of Dade
County Florida, including members of the minority community, who are substantially
unemployed, underemployed, or whose income is below federal poverty guidelines, to
foster and promote community wide interest and concern for the problems of said
residents to the end that (a) educatic,nal and economic opportunities may be expanded,
(b) :i:kness, poverty. crime. and environmental degradation may be lessened; and (c)
racial tensions, prejudice, and discrimination, economic, and otherwise, may be eliminat-
ed
2.) To initiate and promote athetelic and other programs for the benefit of low income
youth
4.) To aid, support, and assist by gifts, contributions, or otherwise, other corporations,
community chests, funds and foundations organized and operated exclusively for
charitable, educational or scientific purposes, no part of the rret earnings of which inures
to the benefit of any private shareholder or individual, and no substantial part of the
activities of which is carrying un propaganda, or otherwise attempting to influence
legislat.on.
5.) To do any and all lawful activities which may be necessary, useful, or desirable
for the furtherance, accomplishment, fostering, or attaining of the foregoing purposes,
either directly or irdireclly, and either alone or in conjunction or cooperation with others,
whether such others be persons or organizations of any kind or nature, such as
corporations, firms, association, trusts, in:dilution, foundations, or governmental bureaus,
departments or agencies

educational purposes in such a manner that the Corporation will qualify as an exempt
organization under section 501 (c)(3) of the Internal Revenue Code of 1986 or the
corresponding provision of any future United Stales internal Revenue law
9. 501(C)(3) LIMITATIONS:
a. CORPORATE PURPOSES: Notwithstanding any other provision or :.`:ese
articles, this organization shall not carry on any other activities not permitted to be
carried on by an organization exempt from Federal and slate income tax under section

501 (c)(3) of the internal Revenue Code of 1986 or the corresponding provision of any
future United Stales internal Revenue law.
b EXCLUSIVITY: The Corporation is organized exclusively for charitable and
educational purposes
c NO PRIVATE INNUREMENT: The Corporation Is not organized nor shall
it be operated for the primary purpose of generating pecuniary gain cr profit. The
Corporation shall not distribute any gains, profits or dividends to the Directors, Officers,
or Members thereof, or lo any individual, except as reasonable compensation for
services actually performed in carrying out the Corporation's charitable and educational
purposes The property, assess, profits and net income of the Corporation are
irrevocably dedicated to charitable and educational purposes no part of which shall inure
to the benefit of any individual.
d 'LOBBYING AND POLITICAL CAMPAIGNS: No substantial part of the
activities of the corporation shall consist of the carrying on of propaganda or otherwise
attempting to influence legislation, and the corporation shall not participate in, or
intervene in, any political campaign on behalf of any candidate for public office.
e, DISSOLUTION: Upon winding up and dissolution of the Corporation, the
assets of the Corporation remaining after payment of all debts and frabilrlies shalt be
distributed to an organization recognized as exempt under section 501(c)(3) of the
Infernal Revenue Code of 1986 to be used exclusively for charitable and educational
purposes. If the Corporation holds any assets in trust, such assets shall be disposed
of in such a manner as may be directed by decree of the Circuit Court of the district In
'which the Corporation's principal office is located, upon petition thereof by the Attorney
General or by any person concerned in the liquidation.
f. PRIVATE FOUNDATION STATUS: In the event That this Corporation shall
become a "private foundation" within the meaning of section 509 of the Internal Revenue
Code 1954, the Corporation shall distr.4etele its income for each taxable year at such lime
and in such manner as nol to siject it lo tax under section 4942 of the Internal
Revenue Code, shalt not engage in any act of self -dealing as defined in section 4941(d)
of the Internal Revenue Code: shall not retain any excess business holdings as defined
in section 4943(c) of the Internal Revenue Code; shall not make any inve ssments in such
manner as to subiect it lo tax under section 4944 of the Internal Revenue Code; and
shall not make any taxable expenditures as defined in section 4945(d) of the Internal
Revenue Code.

Any person (and the heirs, executors and administrators of such person) made or
threatened to be made a party to any action, suit or proceeding by reasoc: of the fact that
he is or was a Director or Officer of the Corporation shall be indemnl(red by the

artorney's fees and disbursements, incurred by him (or by his heirs, executors or

Description of Agency
The Miami Rescue Mission is a non-profit organization focused on serving
the homeless in South Florida. In order to combat homelessness, the
leadership founded an activity center where at -risk youth could become
motivated to reach their potential while preparing for leadership roles. Miami
Rescue Mission's Community Activity Center is dedicated to inner-city youth,
offering after -school and summer camp programs involving both education
and recreation, The 18,000 square foot Community Activity Center provides
educational opportunities that support improvements in individual youth
performance. A high value on education and academic excellence will be
pursued through a focus on literacy and our ability to make learning fun and
interactive.
The Community Activity Center incorporates the values of respect,
responsibility, honesty and caring in all programs and activities. They are put
into practice every day. There are also preventive programs that reduce
behavior leading to crime, drug abuse, poor academic performance, gang
activity and homelessness.
Program activities include:
• Drug/gang education prevention
• Field trips to focal cultural activities and centers
• Health and nutrition education
• Individualized computer learning
• Arts, crafts and music lessons
• Provision of snacks and meals
• Tutoring and homework assistance
• Group competition and drama

North HAC. Broward Counry has accepted as their standard the octal HUD posimon on Nifitichlog
Requirements (24 U-!{ Ch. V (5-1-01 Ed_iuoo) Paragraph 582.110). Sub paragraph "(c) Calcularng the value
of supportive services" states:

facilities—non-GAAP" [pages 33-35•with the footnote "F- Used for donated se; -vices or use of facilities that
arc acceptable in -kind matching funds under governmental contracts but that are not allowed for GAP

Therefore, not recorded in either the IRS 990 nor the audited statements art these non-professional services
volunteered at the fair market value of 1349,922 for the year ended Juoe 30, 2003, BUT which are included by
