This memorandum serves to clarify signature authority provisions concerning external
grant applications. Simply, this memorandum 'bridges' the authority given to the City
Manager under Resolution 76-919 to apply for grants and APM 8-78's direction to the
Grants Administrator to organize and direct the grants function on behalf of City
departments.
The APM does not explicitly name the.Grants Administrator as the Manager's designee'
for signing grant applications. Some outside agencies may require documentation for the
authority to delegate signature authority. Therefore, 1 now issue this memo to provide a
clear statement on that topic: the Grants Administrator may sign grant applications on
behalf of the City Manager.
