A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW
SPECIAL REVENUE FUND ENTITLED: "FEMAIUSAR GRANT AWARD, FISCAL
YEAR 2004-2006 FUND" AND APPROPRIATING FUNDS, IN THE AMOUNT OF
$938,035, CONSISTING OF A GRANT FROM THE FEDERAL EMERGENCY
MANAGEMENT AGENCY ("FEMA"), TO BE USED BY THE DEPARTMENT OF
FIRE -RESCUE TO PROCURE EQUIPMENT, PROVIDE TRAINING, _
MANAGEMENT, AND ADMINISTRATION OF THE SOUTH FLORIDA URBAN
SEARCH AND RESCUE ("USAR") PROGRAM; AUTHORIZING THE CITY
MANAGER TO ACCEPT SAID GRANT AWARD AND TO EXECUTE THE
NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") has been awarded a grant, in the amount of $938,035, for
the operation of the Federal Emergency Management Agency ("FEMA") Program for Fiscal Years
("FY") 2004 and 2005; and
WHEREAS, said funds will be used by the Department of Fire -Rescue to acquire specialized
equipment and provide training, management and administration of the South Florida Urban Search
and Rescue ("USAR") Program, as stipulated in the grant award; and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to accept said
grant and to establish a special revenue fund for the appropriation of said grant award;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Fund is established and resources are
appropriated as described below:
FUND TITLE: FEMA/USAR Grant Award FY 2004-2006
RESOURCES: FEMA - Florida Emergency Medical Services $933,035
Grant Program for Counties through Miarni-Dade
APPROPRIATIONS: $938,035
Section 3. The City Manager is authorized{1) to accept said grant award from FEMA and to
execute the necessary document(s), in a form acceptable to the City Attorney, for said purpose.

Section 4.; This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2} •

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} if the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
