Subject: Fourth Amendment to Operating Agreement for Watson Island Parking Operations
Purpose of Item:
The administration recommends that the Miami City Commission adopt the attached Resolution
authorizing the City Manager to execute the Fourth Amendment to the Amended and Restated
Operating Agreement, between the City of Miami ("CITY") and the Department of Off -Street Parking
("DOSP") currently known as the Miami Parking Authority, dated August 8, 2002, as amended for the
City to provide an additional $50,000 of grant funds to DOSP for funding the design and construction
of the baywalk at the Boat Ramp Parking Lot to be located on Watson Island, subject to DOSP
providing matching funds in the amount of $50,000 and DOSP's compliance with certain terms and
conditions related to the use of funds as more particularly set forth in the Amended Agreement;
allocatina funds therefore from Project No. 333126.

Supplemental Background Information
Subject; Fourth Amendment to Operating Agreement for Watson Island Parking
Operations
Background Information:
The City and the Department of Off -Street Parking ("DOSP") entered into an Agreement
("Agreement") currently known as the Miami Parking Authority ,on August 8, 2002 to design,
construct, finance, operate, maintain and manage the Boat Ramp Parking Facility in the City of Miami
at Watson Island. The City applied for and secured a grant award of $50,000 from the Department of
Environmental Protection ("DEP") with an equal amount being funded by the DOSP for the
construction of the baywalk.
The proposed amendment to the Agreement provides for DOSP's use of DEP grant funds in the
amount of $50,000 for the design and construction of the Watson Island Baywalk Project. DOSP's
use of these funds shall be subject to their compliance with certain terms and conditions as more fully
set forth in the amended ap-reement.
