Sole Source Request for Maintenance
of the Medtronic Physio-Control
Cardiac Life Support Equipment
I conducted an investigation to determine whether Medtronic Emergency Response Systems, Inc.
("Medtronic"), a Non-Minority/Non-Local vendor, located at 11811 Willows Road NE, Redmond, Wa. 98073,
is the sole source maintenance provider of the Physio-Control Cardiac Life Support Equipment, for the
Department of Fire -Rescue.
According to the Department of Fire -Rescue, it has been utilizing equipment provided by Medtronic since at
least 1984, and has utilized maintenance services, approved as a sole source, on at least five (5) prior occasions.
Fire -Rescue currently has ninety (90) Lifepak defibrillator/monitors and related equipment that is currently
used throughout the department as part of its day-to-day operations. The maintenance of this equipment is
critical as it is used in the treatment of life threatening situations, and must be maintained at all times and in
proper working condition. Medtronic is the sole source provider and distributor of replacement parts and
supplies for the Lifepak monitors/defibrillators/pacemakers used by the City, as the use of parts from Medtronic
not only ensures its products remain under warranty, but its parts are interchangeable from one product to
another.
Medtronic Physio-Control Corporation is the sole source vendor and manufacturer of the LIFEPAK® series of
cardiac defibrillators/monitors/pacemakers, and its authorized Technical Service Representatives provide
manufacturer authorized maintenance for its products. According to Medtronic, it is the only vendor able to
provide this maintenance on its own products, as the use of products or parts from other than Medtronic may
void the Medtronic product warranty.
I hereby certify that the terms and conditions of the award have been negotiated so as to obtain the most
favorable terms and conditions, including price, as may be offered to other customers or clients by Medtronic
Emergency Response Systems, Inc. ("Medtronic"). I am recommending that the requirements for competitive
bidding be waived, and these findings be approved: Medtronic Emergency Response Systems, Inc.
("Medtronic") is the sole source maintenance provider of the Physio-Control Cardiac Life Support Equipment,
for the Department of Fire -Rescue, for a period of three (3) years beginning October 1, 2005 through September
30, 2008. Funding, in an annual amount not to exceed $49,019.00, is available from the Fire -Rescue's
Operating Budget, Account Code No. 001000,280601.6.270, subject to budgetary approval.
