HomeMy WebLinkAboutPrevious LegislationCity of Miami Certified Copy City Kali 3500 Pan Arneric.n Drive Miami, FL 33133 v/ww. ci.rn laml.tl.ua File Number: 03-0161 Enactment Number: R-03-1140 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH BLACKWELL CONSULTING LLC, TO PROVIDE BUSINESS PROCESS REENGINEERING SERVICES AND SUBJECT MATTER EXPERTS FOR THE DEPARTMENT OF INFORMATION TECHNOLOGY, IN AN AMOUNT NOT TO EXCEED $2,875,000, FOR A TWO-YEAR PERIOD, WITH THE OPTION TO EXTEND FOR TWO ADDITIONAL TWO-YEAR PERIODS AT ADDITIONAL COSTS; ALLOCATING FUNDS FROM THE ENTERPRISE RESOURCE PLANNING CAPITAL IMPROVEMENTS PROJECT, ACCOUNT CODE NO. 311613, SUBJECT TO BUDGETARY APPROVAL. WHEREAS, the City of Miami ("City") partnered with Arthur Anderson for the provision of a Technology Strategic Plan that highlighted an initiative to implement a commercial off the shelf Enterprise Resource Planning software system ("ERP") to provide modern, reliable, efficient and Integrated support for the City's finance, employee relations, budget, payroll and purchasing functions; and WHEREAS, the first major phase of the ERP project is the procurement of Business Process Engineering ("BPR") services and the augmentation of the City's ERP project team with Subject Matter Experts ("SME") in the areas of Finance, Budget, and Employee relations; and WHEREAS, the City issued an informal Request for Proposals No. 03-02-216 seeking proposals from Business Process Reengineering and Subject Matter Expert vendors under contract with the State of Florida, to provide Business Process Reengineering and Subject Matter Expert services for the City of Miami's ERP Project; and WHEREAS, a total of three proposals were received and evaluated by the Evaluation Committee, which ranked Blackwell Consulting Services, LLC, a non -minority, non -local vendor, pursuant to State of Florida Contract No. 974-194-03-1, as the top -ranked firm to provide the BPR and SME services, and Bearing Point, Inc., as the second -ranked firm; and WHEREAS, Resolution No. 03-1040, adopted September 25, 2003, authorized the City Manager to negotiate a Professional Services Agreement ("Agreement") with the top -ranked firm, Blackwell Consulting LLC, for BPR and SME services, and to present the negotiated Agreement to the City Commission for consideration; and WHEREAS, the City Manager has negotiated an Agreement, in substantially the attached form, with Blackwell Consulting LLC, for BPR and SME services and has recommended to the City Commission that the same be adopted; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: C.Iryelf Miami Page 1 of 2 P-03-1140 File Number: 03-0161 Enactment Number: R-03-1140 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized(1) to execute an Agreement, in substantially the attached form, with Blackwell Consulting, LLC, to provide BPR and SME services for the Department of Information Technology, in an amount not to exceed $2,875,000, for a two-year period, with the option to extend for two additional two-year periods at additional costs, with funds allocated from the Enterprise Resource Planning Capital Improvements Project, Account Code No. 311613, subject to budgetary approval, Section 3.
