It is respectfully recommended that the City Commission adopt the attached Resolution accepting the bid of
Fort Lauderdale Harley-Davidson, Inc., a Non-Local/Non-Minority vendor, located at 443 South State Road 7,
Fort Lauderdale, Florida 33317, for the leasing of twenty-five (25) new current model production year, certified
traffic law enforcement motorcycles, with the option to add additional units as necessary, for the Department of
General Services Administration to be utilized by the City of Miami Police Department (see "Exhibit A");
further authorizing the City Manager to execute a Motorcycle Lease Agreement, in substantially the attached
form (identified as "Exhibit B"). The initial term of the lease shall be for a period of twenty-four (24) months,
commencing on the date of delivery of the motorcycles. The City shall have the option to extend the initial term
for a period of two -years (24 months), subject to the availability and appropriation of funds. The annual
contract amount is $82,500 (25 motorcycles), plus an annual contingency amount not to exceed $16,500 to
cover costs associated with the necessity of leasing an estimated five (5) additional motorcycle units, for a total
contract award amount not to exceed $396,000 (includes the total contingency amount), allocating funds from
Capital Improvement Project No. 311850, B-74221.
Background Information:
The Miami Police Department uses certified police motorcycles as the primary vehicle for police officers
assigned to the Traffic Enforcement Unit. Motorcycles allow the enhanced maneuverability necessary for
traffic enforcement, escort assignments, and special events. Leasing the motorcycles represents no large capital
outlay for the City.
The Department of Purchasing notified forty-four (44) vendors, eight (8) downloaded the bid, and only one (1)
vendor response was received. The sole bid response from Bruce Rossmeyer' s Ft.. IVauderdale H
analyzed by the Departments of General Services Administration and Purchasing. The aforementioned
company is the same vendor that was awarded the previous City of Miami Motorcycle Lease Contract
(Bid No. 00-01-202). The GSA Fleet Management Division is recommending that Bid No. 04-05-049 be
awarded to Fort Lauderdale Harley-Davidson, Inc.
