Subject: To authorize a contract with Grubbs Emergency Services, LLC for disaster debris removal.
Purpose of Item:
It is respectfully recommended that the City Commission adopt the attached resolution authorizing the
City Manager to piggyback on an existing Marion County Contract with Grubbs Emergency Services,
LLC for Disaster Recovery Services, to provide technical assistance to the City of Miami in case of
disaster deployment, for a one-year period.
Background Information:
Currently, the City has two contracts in place that allow us to perform emergency debris removal in
the case of major natural or man-made disasters, i.e., hurricanes, violent storms, spawning tornadoes
and the like. The Department of Solid Waste and the Department of Fire Rescue, in an effort to task
the most appropriate departments with the existing Emergency Management responsibilities, agreed
to shift the management of both the Grubbs Emergency Services, LLC and the DRC, Inc. contracts to
the Department of Solid Waste. The existing City of Miami contract with Grubbs for the provision of
disaster recovery services expires on August 21, 2005, and the contract with DRC will expire on April

Continued text from Agenda Summary Form:
In order to be fully prepared for the current hurricane/storm season, it is necessary to
piggyback on an existing Marion County approved contract with Grubbs, #01 Q-017 with
some revisions, for a period of one year. This piggyback will greatly assist in providing
services such as cleanup, demolition, removal, reduction and disposal of debris after a
disaster, to eliminate immediate threats to life, public health and safety; and immediate threats
of significant damage to public property, for the benefit of residents citywide. The contract
will also allow disaster recovery and technical assistance to various City of Miami
departments. Solid Waste intends to issue an RFP for future debris removal contracts.
