Project Description: To replace three severely deteriorated channel platforms and install new markers for
Brennan's Channel at Dinner Key. These platforms have pilings worn beyond repair from the long-term
corrosive effects of saltwater and from structural damage caused by boats straying from the channel and
colliding with the pilings. Unless these pilings are replaced, these platforms are subject to collapse and
pose dangers to navigation. This channel to open water leads to safe dockage for vessels 26' and greater
at the Dinner Key Marina in Miami's Coconut Grove waterfront, a location with considerable tourist,
commercial, and cultural/historical value. Without these improvements this busy channel would not
safely accommodate the need for transient boaters seeking shelter in the marina, Given the number and
severity of tropical hurricanes and storms that strike Florida, such transient dock space near a major city
Iike Miami is vital. The City of Miami maintains these navigational aids for two channels that connect
the Intracoastal Waterway with Dinner Key. These channels service thousands of transient and local
vessels annually from the area's several wet slip and dry storage marinas, with Brennan's Channel being
the main conduit to the ICW for vessels docking at the marina. The project, then, replaces three existing
structures in an advanced state of deterioration and subject to collapse with new platforms and pilings.
Each lighted channel marker platform consists of a cluster of four pilings braced together, an aluminum
access ladder, wooden platform, beacon light, batteries, solar charging panel, and day marker signs from
the corrosive effects of saltwater and other damage caused by boats straying from the channel. Each
time a boat leaves the navigable course, there are risks of collision with other vessels, groundings with
damage to seagrass beds as well as damage to the platforms. Through this project, the City seeks to
partner with the Florida Fish and Wildlife Commission to improve boater safety at an important Florida
marina, Dinner Key.

XII ENVIRONMENTAL ASSESSMENT
Will the project significantly or adversely affect the environment? No, the project's impact is
significantly positive as a mitigation action against uprooting of seagrass due to groundings.
If Yes, please explain key issues and describe any mitigation actions proposed: The project's
construction will take place off barges in the navigable course of the channel. This will ensure
that there is minimal disruption occasion by the removal and replacement of pilings for the three
channel platforms. Once installed, the channel platforms and markers will reduce the number of
collisions that have led to numerous groundings in this busy waterway to and from open water.
Additionally, old and decaying pilings will be removed from the environment and would therefore
reduce the direct impact to the marine surroundings.
